Description
DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide Peer Specialist Certification Training. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought only. Questions shall be submitted by email to anthony.marion2@va.gov. Provide only the requested information below. The purpose of this sources sought is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 611710, Educational Support Services (size standard $7.0 Million). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published on the GSA or FedBizOpps website. Responses to this sources sought are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. REQUESTED INFORMATION: (1) STATEMENT OF CAPABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the capability, supervision, labor and experience to perform Peer Specialist Certification Training at the MEDVAMC. (See Draft Statement of Work Below). Include past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. Responses shall be emailed to anthony.marion2@va.gov no later than 3:00pm CST, Friday, July 18, 2014. No Fax or Telephone calls will be accepted. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "Attention: Service Contract for Peer Specialist Certification Training" in the subject line of your email. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. DRAFT STATEMENT OF WORK 1. General Objectives and Requirements A. Requirement: Peer Specialist Certification Training B. Authority for the Project: Office of Mental Health Operations. C. Purpose of the Requirement: The purpose of this training is to provide VA Peer Support Volunteers with specialized skills related to the provision of peer support and certification that will be recognized by VA. VA requires that both employees and volunteers receive VA-recognized Peer Specialist Certification. VA recognizes Peer Specialist training from Depression and Bipolar Support Alliance (DBSA) or any state-certifying body. The certifying body for the state of Texas is ViaHope. Attendees will gain a better understanding of the recovery process, how to help people discover their personal strengths and how these can support recovery and wellness, how to effectively share their recovery story to inspire hope, and how to empower and motivate Veteran patients. D. Background: Peer Support is a fundamental component of recovery-oriented services. Peer Specialists in the VA are Veterans who are themselves in recovery for at least one year from mental health and/or substance abuse problems and who have received their Peer Specialist Certification. The Peer Support approach recognizes that Veterans with mental illness and substance abuse problems may achieve their life goals more readily when Peer Specialists provide the benefit of role modeling and instilling hope. The VA funded Peer Specialist staff positions at the national level for the first time in 2005. In the past year, there has been a big hiring push, and the VA now has over 930 employed Peer Specialists. MEDVAMC currently has 14 employed Peer Specialists and many others who are interested in volunteering. Per VHA Handbook 1163.05 Psychosocial Rehabilitation and Recovery Services Peer Support, volunteers need to have the same competencies as employees, and thus need to have their Peer Specialist Certification. E. Tasks: TASK 1. The Contractor shall provide Peer Volunteers with at least 35 hours of Peer Specialist Training and the certification exam. Upon completing the training and passing the certification exam, attendees must be recognized by the state of Texas as Certified Peer Specialists. F. Deliverables: DeliverableDue DateFormat & POC All necessary instructional materials including PowerPoint slides and supplemental articles, charts, overhead transparencies, case studies, role-play scenarios, audio-visual media and other educational aides. Upon arrival at the facility. Hard copy - 25 copies of each curriculum given to attendees All necessary materials for the Peer Specialist certification exam and scoring Upon completion of the Peer Specialist trainingCertification exam recognized by Texas Department of State Health Services. G. Government Furnished Material and Equipment: The Michael E. DeBakey VA Medical Center shall provide the use of meeting rooms for the onsite workshops. CLIN 0001 - Trainings are conducted in one 35 to 40 hour week. H. Performance Requirements: PERFORMANCE REQUIREMENTPERFORMANCE STANDARDMONITORING METHOD By the end of the training, attendees will be able to pass the certification exam80% of attendees receive Peer Specialist Certification recognized by the Texas Department of State Health Services.
