Description

Notice of Contract Action (NOCA) for South Dakota Ellsworth Development Authority (SDEDA) to provide wastewater treatment services for Ellsworth Air Force Base, South Dakota. Ellsworth AFB intends to issue a task order to SDEDA on a sole-source basis in accordance with FAR 16.505(b)(2)(i)(C) through a Basic Ordering Agreement with SDEDA's Regional Wastewater Treatment Facility located in the City of Box Elder. The anticipated task order will be a Firm Fixed Price effort for an anticipated period of 60 months. The statutory authority which permits a fair opportunity exception for this acquisition is FAR 16.505(b)(2)(i)(C). This action is supported by an approved Justification and Authority posted on the Federal Business Opportunities site on 7 October 2011. It is the Air Force's intent to proceed with as a single-source action. The applicable NAICS code is 221320, size standard $7,000,000.00. This notice neither constitutes an RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. No costs will be paid for any charges incurred in responding to this synopsis.
