- Solicitation for Administrative Support Services, Professional Administrative Management and Technical Assistance Pricing Form to be submitted with Proposal Submittals. Past Performance Questionnaire DD 254 Attachment #1 to the Performance Work Statement (PWS). The objective of this Combined Synopsis/Solicitation is to define the scope and establish the tasks for providing the professional administrative management, administrative support and technical assistance that is required to assist DSS in the execution of the agency's mission. The contractor shall provide administrative support to achieve the required degree of responsiveness to accomplish goals for the assigned projects. Please see the attached Solicitation and attachments for complete details on this requirement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number HS0021-14-R-0002 is issued as a Request for Proposal (RFP). Solicitation HS0021-14-R-0002 and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. This action is a 100% total Small Business Set-Aside under NAICS Code 541611 with a Size Standard of $14M. A list of contract line item numbers (CLINS), a description of the requirement, the period of performance, place of performance and acceptance location are contained in the attached solicitation. FAR 52.212-1 is applicable and is incorporated by full text in the attached solicitation. FAR 52.212-2 is applicable and is incorporated by full text in the attached solicitation. The Evaluation factors are Technical Capability, Past Performance, and Price. The Technical Capability factor consists of three sub factors 1) Contractor Qualifications and Experience, 2) Staffing Plan, and Management Plan. Offers shall complete FAR 52.212-3 inaccordance with the information contained in the attached solicitation. FAR 52.212-4 and 52.212-5 are applicable to this acquisition and are incorporated in the attached solicitation. All Questions shall be sent via email to the primary and secondary point of contact and shall be submitted by 11 Jul 2014. Telephonic inquires will not be accepted.
