Description
The Government will be having a site visit on 15 July 2014. It is the contractors responsiblity to get to Puerto Lempira, Honduras. All parties will link up in this town on the morning of 15 July 14. Exact time and location will be forthcoming. The Government will provide boat transportation from Puerto Lempira to the Caratasca Operation Center. Each contractor may only bring two personnel. Email intent to attend the site visit by 8 July 2014 at 2:00 PM CST to michael.g.france.mil@mail.mil. Attached is a draft copy of the SOW. This project consists of the construction of a complete and usable 50KW off-grid hybrid renewable system. The existing 10KW hybrid system will need to be relocated and interconnected with the new system. The system shall include the installation of all inverters, combiner boxes, fuse boxes, wiring, solar panel ground mounted racks, wiring, wind turbines and battery bank. Place of performance: The system will be constructed in Caratasca, Honduras. The exact location for the installation will be provided with the solicitation with details for a site visit. Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) acquisition which will be cited in the solicitation. The period of performance of this contract is based on 200 calendar days from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction magnitude for this project is between $500,000 and $1,000,000 dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 8 July 2012. Site Visit: An organized site visit will be scheduled at a date to be determined. SAM/FBO Registration: Potential Offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the System for Award Management database or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Panama, the Offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, quote mark Authorization to Perform quote mark - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, quote mark Permits and Responsibilities quote mark - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
