Market Survey PM2-14-038 PTV MSC REQUESTS INFORMATION REGARDING VENDORS' ABILITY TO PROVIDE ONE (1) JONES ACT COMPLIANT U.S. FLAG PERSONNEL TRANSFER VESSEL (PTV) TO SUPPORT THE U.S. NAVY. INFORMATION WILL BE USED FOR A FOLLOW ON OPTION UNDER AN EXISTING CONTRACT. THE INFORMATION WILL BE USED TO DETERMINE WHETHER AN OPTION ON AN EXISTING CONTRACT WILL BE EXERCISED. SPECIFICS ARE AS FOLLOWS: 1. LOCATION: Pearl Harbor, HI. 2. MISSION: The purpose of this contract is to provide for the charter services of one (1) Jones Act Compliant, U.S Flag vessel required to support the Joint Base Hickam, Pearl Harbor HI. The Contractor will be responsible for a vessel to support in port and offshore personnel and supply transfers up to a distance of fifty (50) nautical miles (NM) from Joint Base Hickam. The Contractor shall be required to safely transfer personnel and supplies (up to 44 personnel and 10 pallets of supplies) to and from an SSBN/SSGN in the open ocean. The Contractor shall provide a vessel and all necessary management, supervision, personnel, labor, materials, fuel, and equipment required to support the personnel and supply transfers. The Contractor shall make the vessel available for operations within 8 hours notification. 3. OPERATIONAL PROFILE: The vessel shall be able to safely operate in seas up to eight (8) feet and winds up to and including 29 kts. The vessel shall conduct approximately seventy (70) Brief Stop for Passengers (BSPs) events in open ocean annually within 8 hours notification. The average BSP shall be conducted within a 6 hour window. The vessel shall act as an escort vessel in support of submarine sea trials by maintaining communications with a submerged submarine via government-provided and government-operated hull-mounted underwater communications equipment. These events may occur 2 times per year, 24 hours a day, and approximately one (1) week in duration. The vessel shall support any other lawful mission required by the Navy. 4.
