- Note: This notice is hereby amending original synopsis N0018914RZ067 in order to change the acquisition approach from unrestricted to 100% total small business set-aside. NAVSUP FLC Norfolk Philadelphia Office Contracting Department intends to acquire services to collect existing information about the current pay/personnel workforce to include government civilians, active duty, reserve military personnel and contractors, and based on an understanding of Navy ™s future service delivery model, recommend a workforce structure that would effectively operate the pay/personnel service delivery model of the future. The services will take place at the Government ™s facility “ travel is not anticipated. It is the Government ™s intent to process this procurement as a 100% total small business set-aside and ultimately issue a firm fixed price contract in accordance with FAR 13.5 (Test Program for Certain Commercial Items). The applicable NAICS code is 541612. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 08 July 2014. All responsible sources may submit a quotation, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The closing date for the receipt of offers will be set forth in the RFQ. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments hereto. The Government will not pay for the information received. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database shall make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/protal/public/SAM/.
