- INTENT TO SOLE SOURCE PROJECT: 695-14-133 - IDIQ for ACM Testing, Air Monitoring & Bulk Sampling Under Statutory Authority § (15 U.S.C. 657f) the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Tropical Environmental, Inc. (an SDVOSB firm) for the third party ACM testing, Air Monitoring and Bulk Sampling services required at the Clement J. Zablocki VA Medical Center in Milwaukee, WI. General Scope: This Environmental Service Contract is an indefinite delivery / indefinite quantity type concept that encompass a variety of environmental samplings, inspections, cost estimates, and Professional Industrial Hygienist services. The contractor shall provide these services on an as needed basis, also provide proposals for any asbestos abatement and or lead abatement monitoring as needed for the Clement J. Zablocki VA Medical Center. The contractor will furnish all materials, equipment and personnel necessary to accomplish these task orders, which will vary in size and dollar amounts and shall be performed in accordance to Federal, State and Local regulations, OSHA & EPA requirements, and VA Guidelines. The contractor is required to be located, either by virtue of their main office or a satellite operating base, within 90 miles and an area permitting a maximum of a two (2) hour emergency response time to the Clement J. Zablocki VAMC and must be open for business from 7:30am to 4:30 pm, Monday through Friday excluding Federal Holidays. This procurement is being conducted in accordance with FAR 6.302.5 - Authorized or Required by Statute and PL 109-461 - Veterans Benefits, Health Care, and Information Technology Act of 2006. This will be a firm fixed price IDIQ type contract for one (1) base year with NO (Zero) option years. The NAICS Code is established as 541620 (Environmental Consulting Services) with a Small Business size classification of $14M/Year in a three year average annual revenue. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and services to the Contracting Officer by 8:00AM (CST) on July 16, 2014. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Tropical Environmental, Inc.
