The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Plan holders will be required to visit the website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Please Note: Paper copies of the solicitation will not be made available. Prospective offerors desiring to conduct business with the DOI are requested to be registered in the Systems for Awards Management (SAM) at www.sam.gov. Proposed Solicitation Issue Date: on/about July 03, 2014. Responses will be due approximately 30 days following issuance of solicitation. Search by referencing the pre-solicitation number (above), Department of the Interior, National Park Service. The NAICS Code for this requirement is 237990 size standard $33.5 million. This project is the second phase of the larger City Arch River (CAR) program that will upgrade and enhance the visitor experience at the Jefferson National Expansion Memorial in St. Louis, Missouri. This project site is similar to the South Park Grounds, and is approximately 22 acres in size and includes the Northern area of the existing park, not including the area occupied by the Arch or the underground Museum of Westward Expansion and Visitor Center or the existing parking garage. The North Park Grounds, similar to the South Park Grounds, is made up of the existing north reflecting pond, processional walks, east slope, and associated landscape. The North Park Grounds construction contract work includes selective demolition and removal of existing furnishings, pavement, utilities, trees shrubs lawns soils, pathways, and roads. New work includes: storm sewers, sanitary sewers, earthwork, site electrical work, water lines, fiber optic lines, grading, concrete site walls, steel handrails, concrete and asphaltic pavement, cobbled borders, stamped concrete, exposed aggregate concrete, curbs roads pathways (including processional walks), ramps, tree pits, planting soils, soil amendments, erosion control, slope stabilization, trees, shrubs, groundcovers, lawns, irrigation, storm water capture systems, drinking fountains, bike racks, benches, security bollards, security systems, and site lighting. The major emphasis for this work is to improve site accessibility, landscaping, soil and drainage conditions, and aesthetics for overall visitor enjoyment and use. Staging areas and site access are extremely limited. The site is located in an urban area surrounded by roadways and interstate highways. Visitor access to the existing Arch must be maintained throughout construction. The project site is part of a National Historic Landmark and is subject to related requirements including, but not limited to, archaeological monitoring, protection of and documentation of existing historic elements. It is expected that both the North and South Park Grounds work will be underway simultaneously. The estimated price is between $17,000,000 - $22,000,000 including all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. The work associated with the contract will be completed no later than 625 calendar days after the Notice To Proceed. Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price. A pre-proposal meeting may be posted and date/location will be noted in the solicitation. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors are strongly encouraged to contact their local Small Business Administration Office, to post their need for qualified subcontractors at http://www.sba.gov.
