- DATE: June 12, 2014 CONTRACTING OFFICE: Department of Energy, Office of Headquarters Procurement Services (MA-64), 1000 Independence Ave, S.W., Washington D.C. 20585 NAICS CODE: 541990 All Other Professional, Scientific and Technical Services PRODUCT/SERVICE CODE: R499 SUPPORT- PROFESSIONAL: OTHER SUBJECT: Notice of Intent to award a sole source contract to Photon Consulting for monthly market analysis for ?Wafer Manufacturing Segment and Battery and Storage Marketplace? for the Loan Programs Office (LPO). DESCRIPTION: The Office of Headquarters Procurement Services of the Department of Energy (DOE) plans to contract by means other than full and open competition. This is a sole source acquisition without full and open competition. The circumstances permitting other than full and open competition are prescribed in FAR 6.302-1, One Responsible Source, under the authority of the Competition in Contracting Act, 41 U.S.C. ? 3304(a)(1). This contract is for the purpose of acquiring a subscription to the Photon Consulting analysis of the wafer manufacturing segment and the battery and storage marketplace. This service includes reporting and analysis on numerous battery technologies over several sectors, as well as the entire Photovoltaic (PV) supply chain and analysis of dozens of solar markets. Photon provides analysis which includes both top-down and bottom-up analysis done at the cell, module, system, and total levels using proprietary models and indices: Proprietary Models I. In-depth modeling of technologies in solar (all 4 major technologies) and storage (electrochemical, electro, mechanical and thermal technologies ? 11 total) II. Complete modeling of PV demand (>30 markets, typically 2-3 segments per market) and storage demand (10 markets, 10 applications per market) III. Most in-depth wafer manufacturing modeling and forecasts Proprietary Indices I. Largest in-depth tracking of companies in storage 500+ companies II. Largest in-depth tracking and modeling of technologies in all 4 major Solar technologies III. Largest breadth and depth of analysis focused exclusively on PV, PV controls and storage; 3x the size of other firms IV. Provides exclusive database of information obtained from directly from US and worldwide markets, including Volume, Operations cost, Price, Operating profit, Revenue, and Operating profit margin While other companies provide energy sector analysis, market research has demonstrated Photon is the only vendor who can provide the research, data and news for both the PV and battery energy sectors with a bottom up and top down analysis coupled with global relationships. The estimated term of this contract is not to exceed 24 months at a total ceiling price of $149,000. This notice serves as Notice of Intent to award a sole source contract and is not a solicitation or a request for competitive proposals. However, all responsible sources may submit a capability statement by the closing date of this notice, which will be considered by the Government. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and client information for similar work previously performed. Capability statements shall not exceed three pages (including cover letters, graphics, appendices, references, etc.) and shall be submitted via the Message function in FedConnect) located at https://www.fedconnect.net). A determination by the Go vernment not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
