- The United States Department of Army intends to award a sole source modification to existing Contract No. W15P7T-04-C-E405 under the authority of FAR 6.302-1, 41 USC 253(c)(1), to GDC4S, 8220 East McDowell Road, Scottsdale, AZ 85252 to support the the Handheld Manpack, Small Form Fit (HMS) Mobile User Objective System (MUOS) Terminal (HMT) and Network Integration Evaluation (NIE) 15.1. This modification will require GDC4S to provide the necessary hardware, software, data and optional services necessary to support the development, system integration and operational testing of the MUOS capability on the Manpack Radio. This modification will also require GDC4S to provide Network Integration Evaluation (NIE) 15.1 support for the Manpack and Rifleman radios developed by GDC4S. The current contract is scheduled to expire on 30 Sep 2014. The proposed modification will be for a 60 day extension. Relative to the NIE support, this modification will ensure the continuation of vital services being provided under the existing contract until the sustainment contracts for the Manpack and Rifleman Radios are awarded. The anticipated award date of the sustainment contracts is 30 Nov 2014. The continuation of the MUOS effort after 30 Nov 2014 will be accomplished through an alternate contract vehicle. GDC4S is the only responsible source for the modification to extend the current contract. The execution of the modification will prevent any potential adverse impact to the mission of the Army, which would occur in the event of interruption or disruption of the work presently being performed. To attempt to do a stop-gap short-term contract to cover these requirements pending the award of the follow-on sustainment contracts not feasible. Discontinuation of these services will result in a delay in the development of the MUOS capability on the Manpack LRIP Radios impacting mission requirements. Also, if NIE support is not provided for the Manpack and Rifleman radios, it will cause a critical shortage of the larger developmental trajectory of the Army's Battlefield Network and will delay the development and integration of the overall Army Battlefield Network. The applicable NAICS code is 541330, Engineering Services, with a size standard of $14M. This is a notice of intent to award a modification under the current contract and is not a request for quotes or proposals and no solicitation is forthcoming. The determination not to compete this proposed contract action is solely within the discretion of the Government. Interested parties must provide evidence of their capability to fulfill this requirement by 26 Jun 2014 at 12:00 P.M. Eastern Standard Time (EST), to Ms. Sharon Peterson, Contracting Officer, Army Contracting Command - Aberdeen Proving Ground (ACC-APG) via email at sharon.a.peterson15.civ@mail.mil. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not harm the Government's interests. The Army will not be responsible for any costs incurred by responding to this Notice. This Notice in no way obligates the Government to award any modifications to the existing contract.
