Description
The Tonto National Forests plans to secure a contract for professional engineering services. The purpose of this project is analyzing the hydrologic and hydraulic conditions of the project site and preparing design plans for improvements to the upstream and downstream channel and banks for the existing drainage structure. These improvements shall mitigate the erosion issues for the existing drainage structure and protect the Forest Road 19 (FR19) roadway. The Forest Service anticipates awarding the contract to one contractor before September 2014. The contractor must have an Arizona Registered Professional Civil Engineer to approve the reports and plans. Tasks include preparing a hydrologic analysis and report, a hydraulic analysis and report and design plans for the planned improvements to the drainage structure inlet and outlet. The soil data and the vegetation data will be provided by the Forest Service upon award of the project. As well, the contractor will be provided a file, prepared by the Forest Service, showing the watershed that has been delineated for this project. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations with respect to size and geographic location of firm, specialized technical expertise and other requirements listed. Following an initial evaluation of the qualification and performance data submitted, firms that are considered to be the most highly qualified to provide the type of services required will be chosen to receive the solicitation for the project. Selection of firms for the solicitation shall be made through an order of preference based on demonstrated competence and qualification necessary for the satisfactory performance of the type of professional services required. Firms qualified and interested in providing professional surveying services of the type listed above are hereby invited to submit Standard Form 330, Architect-Engineer and Related Services Questionnaire. Your SF- 330 form, or an attachment (preferred), should specifically address these areas: (1) Professional qualifications necessary for satisfactory performance of required services. • Identify the Registered Professional Civil Engineer who will be assigned to the project. Discuss their recent experience in hydrologic and hydraulic analyses as well as erosion design. (2) Capacity of the firm to provide the required services in the required time. • List your firm's available personnel, and procedures used to ensure reasonable deadlines are met. Include any proposed subcontractor and specify what duties they would perform. (3) Past performance on contracts with government agencies or private industry in terms of cost control, quality of work and compliance with performance schedules. • Reference projects that are similar in scope to hydrologic and hydraulic analyses. (4) Specialized experience and technical competence in the type of work required. • Highlight projects involving hydrologic and hydraulic analyses of rural drainage structures with a focus on erosion improvements. Proposal should also include the firm's quality control plan for field and office work.
