- NASA/GSFC has a requirement for four (4) FlexLM network administered floating licenses of Thermal Synthesizer System (TSS) software along with one (1) year of maintenance and support. The TSS software includes the applications: Geometry, Radk, Heatrate, Orbit, Animation, FECC, CONCAP, Solver, XYPlot, Mesh, Transfer, and Image. TSS provides GUI-based methods for constructing complex geometric models and defining planetary orbits and trajectories. The software utilizes Monte-Carlo ray-tracing techniques to compute thermal radiation exchange factors and environmental heating rates. The software fully supports temperature-dependent material properties and can generate inputs for both steady-state and transient problems. The software provides a variety of post-processing tools that simplify model check-out and presentation of results. NASA/GSFC intends to purchase the items from SpaceDesign Corporation. SpaceDesign Corporation is the only vendor who can provide licenses, maintenance, and upgrades for Thermal Synthesizer System (TSS) software that meets the government's requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kristal Kerr (Miller) not later than 4:30 p.m. local time on June 26, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
