- The purpose of this announcement is to provide notice that the USDA Forest Service intends to make a firm fixed price, sole source award to ETI Instrument Systems, Fort Collins, CO for the purchase of Noah IV Total Precipitation Gauges for Forest Service research purposes. The intent to make this sole source award is based on an unsolicited proposal received which demonstrates meritorious methods, approaches, concepts, socioeconomic merits, and the potential contribution of the effort to the USDA Forest Service mission. ETI is an industry leader in precipitation gauges with 40 years of experience in hydrological and meteorological instrumentation. The NOAH IV series of precipitation gauges is deployed throughout the world. ETI's NOAH IV is an all-weather precision precipitation gauge that weighs the entire contents of the internal collection container. Any precipitation that might adhere to the container walls is weighed and accounted for. The NOAH IV is configured with built-in infrared optics to ensure that the first drops of precipitation are measured. The optics also ensures that temperature and vibration excursions do not produce false precipitation indications. The NOAH IV gauge is an approved precipitation gauge for the National Atmospheric Deposition Program (NADP), a nation-wide network. No market survey was conducted due to the widespread use of this brand/model precipitation gauge for this type of research. This announcement is published as a sole source in accordance with FAR 6.302-1. This is not a request for competitive quotes. The intent of this announcement is for informational purposes only. However, all information received by 10:00 a.m. (CST), June 17, 2014 will be considered by the Government.
