- Provisions and Clauses Request for Quotes The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. Additional information regarding USU can be found on our website: www.usuhs.mil. USU has a requirement for VA Desktop Validator Standard, VA Desktop Validator Enterprise, Premier level maintenance on VA Desktop Validator Standard, and Premier level maintenance on VA Desktop Validator Enterprise with four one year options for both maintenances. Also gold Maintenance for 2 VA Responder Servers, 1 year support for four options. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-74 (May 30, 2014) and Defense Federal Acquisition Regulation Supplement (DFARS) (May 28, 2014). Offerors interested in responding to this requirement must provide a quote for VA Desktop Validator Standard, VA Desktop Validator Enterprise, Premier level maintenance on VA Desktop Validator Standard, and Premier level maintenance on VA Desktop Validator Enterprise with four one year options for both maintenances. Also gold Maintenance for 2 VA Responder Servers, 1 year support for four options. Competition is limited to Axway Inc. products, IAW FAR subpart 13.106-1(b): (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Competition is limited to Axway Inc. because DOD has mandated that all of its agencies must utilize CAC\PKI authentication, when logging onto networks and Axway is the only CAC/PKI authentication that meets the DOD CAC\PKI infrastructure requirements which includes the Delta and Compressed CRL option. No product other than Axway\Tumbleweed, currently on the market, provides Delta and compressed Certificate Revocation List's, (CRL's), or meets the DOD's requirement for Common Access Card, (CAC), validation. The government would need to contract a vendor to design a Government off the Shelf, (GOTS), product to service this functionality. The software is fully supported by DOD. DOD's PKI team has recommended configurations, tailored to this software that has been proven to already work for the DOD PKI infrastructure. Harm would be realized, by USUHS users, as they would not be able to logon using CAC authentication, (DOD required), therefore, creating an unacceptable Denial of Service, (DOS), for the users.
