Description
FOR ALL INFORMATION CONTACT: Ira Weiner, 443-395-6990 The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement to the country of Lebanon as follows: The purpose of this Market Research is to identify sources that can manufacture and supply 61 equipment shelters as detailed later in this announcement. Response shall include unit prices for the shelters and shall be made no later than 24 June 2014. TECHNICAL SPECIFICATIONS Equipment shelter 1. INTRODUCTION The Supplier/Contractor shall introduce the equipment shelter proposal to match the following requirements: 2. Size: Shelter shall have the following external dimensions: Width = 2m Length = 3m Height = 2.5m Color: external and internal - white 3. Environmental Conditions The containers shall be designed and manufactured for a design life of 20 years minimum under the following environmental conditions: Outside temperature range of -10 degrees C to +50 degrees C. Humidity - 100% Direct solar radiation Wind speed Resistance of 160 Km/h. Resistant to rain, wind, sand, and dust Heat permeability coefficient (thermal rating) less than or equal to 0.35W/m2k Inside temperature range 18 - 22 degrees C. Steel members and beams shall be hot dip galvanized. 4. Loading Conditions Floor - 1000 kg/m2 as distributed load. Floor - 400 kg as concentrated load. Floor - 30 kg/cm2 as punching load. Wall - 160 Km/h. as wind load 5. Container Frame The container frame shall be normal bolted/welded steel container frame. The frame shall have a minimum of four lifting points near the bottom corners of the container for lifting by crane. All metal hardware shall be hot dip galvanized and protected from corrosion. 6. Installation on additional Base Frame All necessary hardware (fixation plates, bolts,..) shall be supplied with the shelter to facilitate the installation and fixation of the shelter on the required concrete/steel beams. 7. FLOOR The floor shall be manufactured from insulated panels of 100mm thickness that have a core of polyurethane, density 40 kg/m3 covered by two sheets of lacquered galvanized steel sheets of 0.65mm minimum thickness. The panels should be covered with fire resistant 18mm plywood sheet. The panels and plywood thickness shall be sufficient to withstand the floor loads without bending or warping. The plywood shall be covered with an antistatic PVC sheet, glued securely to the plywood. The floor shall be covered with 2mm antistatic vinyl. Color, Electrical charge and resistance shall be approved prior to installation. The floor panel (foam, wood, vinyl) shall be supported on secondary steel beams with transversal & longitudinal beams not less than (80x40)mm with 40cm apart for transversal beams & one longitudinal beam in the middle of the span, perimeter beams not less than (100x50mm) knowing that the supplier can use stronger steel beams to achieve the required loading conditions mentioned in point 4 above if necessary. Legs shall be designed to ensure free distance for at least 20cm. - Elevated platform instead of regular platform (to protect the equipment from possible flooding). 8. Walls and Roof The walls and roof shall be manufactured from insulated panels 5cm that have a core of polyurethane, density 40kg/m3 covered by two sheets of lacquered galvanized steel sheets of 0.65mm minimum thickness. Wall thickness shall be 50 mm. Wall shall be strong enough to support air conditioners, power distribution panels, cable entries, cable ladders, and doors. 2 Built-in HVAC brackets for an additional HVAC units (for future expansion). The metal part of the sandwich panel has to be treated against corrosion. Shelter roof material shall have the same material specifications as for walls (sandwich panel), roof shall be able to support a load of 150 Kg/m2. Tropical roof instead of flat roof to support the snow weight. Roof shall have a minimum slope of 0.7 %. The connections between shelter walls have to be interlocked moreover, an aluminum angle connecting them. A protection roof made of galvanized steel sheets (0.5mm thickness minimum) & beams shall be installed 20 cm above the shelter roof and the door, cable openings and A/C outdoor units with a minimum slope of 0.7 % for additional heat and rain protection. 9.Door The door shall be placed on the right or left side of the longitudinal or transversal side based on the shelter placement on site. The door shall have a clearance width of 900mm and 2.0m height. The door shall open outwards and should have and external knob and an internal handle. An anti-panic lock made of Yale or equivalent shall be included on the inside of the door. The door shall be weatherproofed to keep out water, wind and dust. The door shall be made of the same materials as the walls. A door stop shall be provided on the entrance door. The door shall have 3 hinges & 3 points lock 10. Stairs Galvanized steel stairs shall be provided as per the following unless otherwise specified: Stairs shall be made of galvanized striped metal sheets. Stairs width shall be 100 cm Steps height shall not exceed 20cm, unless otherwise specified. Steps width shall not be less than 25cm, unless otherwise specified. Painting shall be done by two coats of zinc rich primer, and two coats of polyurethane of approved quality. 11. Wall and Floor Openings a.Coaxial Cable Entries i.On the left side of the rear wall of the container or on the right side of the front wall of the container, inside view, cable entries shall be installed near the top of the walls for coaxial cable. The cable entry shall be penetration-sealing system. ii.Size should be 20cm x 20cm minimum iii.The location and size of the openings shall be defined in a specific drawing based on prior approval. iv.The openings shall be covered with aluminum / galvanized plates well fixed & sealed. b.Power and Grounding Cable Entry i.At the front end of the right wall or the back end of the left wall, in the floor, a cable entry shall be installed to accommodate four cable conduits. The opening is located under the proposed position of the power distribution panel. ii.Size should be 15cm x 15cm minimum iii.The location and size of the openings shall be defined in a specific drawing based on prior approval. iv.The opening shall be covered with aluminum or galvanized plate well fixed and sealed. c.A/C Entry i.Specified cable entries shall be provided for A/C pipes and cables openings shall be sealed and protected. ii. The location and size of the openings shall be defined in a specific drawing based on prior approval. 12. Acceptance & commissioning Design documentation & assembling drawings shall be provided with the shelter. Final acceptance & handover to Lebanese Army shall be done on site after complete installation by the Contractor/Supplier. 13. Warranty The shelter shall have a warranty period of at least 3 years from date of delivery. This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request.
