- The United States Department of State, Bureau of International Narcotics and Law Enforcement (INL), Office of Acquisitions Management (AQM), and United States Embassy Port-au-Prince intends to issue a Request for Proposal (RFP) for the construction of a prison complex for the Haiti's Directorate of Penitentiary Administration (Direction de l'Administration Pénitentiaire, DAP). The applicable North American Industry Classification System (NAICS) Code for this upcoming acquisition will be 236220, Commercial and Institutional Building Construction. This synopsis is only a notification that a solicitation is anticipated and forthcoming. All questions regarding this synopsis shall be submitted in writing via e-mail to Sara Collins at the following address: CollinsSE@state.gov. The solicitation will be posted on or around June 30, 2014 on the FedBizOpps website (http://www.fedbizopps.gov). This acquisition will be conducted in accordance with the United States Federal Acquisition Regulation (FAR) Part 36 and will be done on an unrestricted basis utilizing lowest priced technically acceptable (LPTA) negotiation procedures (see FAR 15.101-2). The construction will be conducted on host country's property in Fort-Liberté, Haiti and will not be considered a diplomatic construction. The estimated duration of the construction project is eighteen (18) months. A firm-fixed price contract is contemplated. Additionally, the estimated magnitude of the construction project is between $3 million and $6 million USD. The approximately 3,400 square meter prison complex includes the following buildings: 1)Two (2)-story prison building designed for 300 double-bunked beds, 2)Separate one (1)-story administration building with a generator, and 3)A one (1)-story infirmary. The prison building will have a concrete frame and constructed with concrete masonry units (CMUs). The contractor will be required to comply with International Building Code (IBC) guidelines where appropriate. While there no demolition of existing structures will be needed, some grading will be required. It is anticipated that 100% design documents will be released with the upcoming solicitation. Offerors shall have a minimum of five (5) years' experience in constructing buildings in accordance with IBC guidelines in addition to a minimum of ten (10) years' experience in constructing similar building structures. Additionally, an independent inspection of the placement of reinforcing steel and concrete will be required. All interested companies should thoroughly examine all documents contained in the solicitation package once the solicitation package is released. A pre-proposal conference, in addition to a site visit, will be held on July 9 and 10, 2014 at 10 a.m. at the following address: U.S. Embassy Port-au-Prince Tabare 41, Blvd du 15 Octobre-Tabarre, Haiti Interested companies are requested to provide the names of attendees via e-mail to CollinsSE@state.gov no later than 4:30 p.m. EST on June 27, 2014.
