Description
W911N2-14-Q-0003 is amended to extend the closing date for the RFQ; Post Questions & Answers, change CLIN 0001 and Attachment 1. The following delineates: 1. RFQ is extended until June 13, 2014. Responses are due no later than 10:00 A.M. Eastern Daylight Time. All quotes must be marked with RFQ number and title and accompanied with a signed/dated copy of all amendments. Email quotes will be accepted. Please address to kevin.a.duffy4.civ@mail.mil 2. CLIN 0001 is replaced in its entirety with the following: CLIN 0001 - EXPLOSIVE PROOF, EXTERNAL SURVEILLANCE CAMERAS EQUAL TO VEILUX MODEL SVEX-W125 (2M CCTV - MFR), AND RELATED EQUIPMENT; INCLUDING INSTALLATION COMMENSURATE WITH THE REQUIREMENTS CONTAINED IN SECTIONS 5.1, 5.2 AND 5.3 OF ATTACHMENT 1, PWS QTY (4) EA; (3) INSTALLED- (1) TO BE USED AS A BACK UP UNIT, NOT INSTALLED. PERIOD OF PERFORMANCE WILL BE FOR WITHIN 30 DAYS OF AWARD. 3. Posting of Questions & Answers Question #1: There are three existing camera locations. Is it the intent to replace the current cameras on the pole structures or to add a second camera on each pole? Answer #1: Remove the current cameras and replace them with the new cameras on the existing poles. Question #2: Where will the fourth camera be located? Is it the intent that this fourth location is a new location and to have the same set up and installation method as the other three? Answer #2: The fourth camera is a spare. It will not require installation. Question #3: Assuming a fourth camera location is the intent, how far is that location from the closest existing camera location? Answer #3: Again, there will be no fourth, camera installation. The fourth camera will be used as a spare unit and it will not require installation at time of purchase. Question #4: How many strands of fiber currently go to each existing pole from head end equipment? Answer #4: New fiber is required as part of the install. We WILL NOT be using the current fiber cables at ALL. New cables must be used to complete the installation of the new cameras. Question #5: Will free and clear work space be given during normal working hours? Are there any restrictions on working hours we need to be aware of? Answer #5: Free and clear work space will be available on Friday, Saturday and Sunday. It will have to scheduled in advance due to security checks. Question #6: Can existing 120V power at the closet pole to the new pole be used for the new location? In other words if a new fourth location is needed does a new 120V circuit need to be run from the main electrical service? Answer #6: No new service for a fourth location is required. The fourth unit is a spare and will not require installation. Question #7: For the CLIN 0003, CLIN 1003, and CLIN 2003 pricing, is it the intent that each CLIN year is full service and replacement budget or provide an hourly charge to be billed at Time and Material? Answer #7: Four (4) Twenty-four hour repairs are included, per the need for each year of repair service and will be quoted at a per each visit cost, that will include labor, materials, tools, equipment, travel and any miscellaneous costs associated with repair services or replacement/installation of the camera's. Question #8: I need to know what, if any, peripherals are needed with the cameras and/or installation. A. DVR to record their video. Answer: Yes B. Matrix box. This is necessary if each camera is to have its own monitor. Answer: A single monitor is acceptable and preferred. C. Keyboard/joystick unit to control the cameras. Answer: Yes D. I need an estimate of distances for cable and protective tubing. A sketch would be great. Will any of the cabling be buried underground? This will also help quote installation accurately. Answer: The distance from the building to point 1 is 925 feet, then to point 2 is 975 feet, then to point 3 is 400 feet which is a total of 2300 feet. The metal conduit runs to the first point and then from point 1 to point 2 and then point 2 to point 3. A new ditch should not be required because the existing conduits can be used. Drawings will not be provided. E. Installation - Anything out of the ordinary getting cabling to the console room? For example, will we need to drill holes through thick walls, etc.? Answer: No. Contractors will be required to use the existing conduits which measures 2 and 1/2 inches in diameter. If the conduit is damaged during installation the contractor will have to repair/replace it. Question #9: Are these 4 cameras being added to new locations? If so, do you have a sketch or drawing showing where those locations will be? Answer #9: No -- No drawing will be provided and only 3 camera's will be installed. Per Question and Answer 6-the 4th camera is a spare and will not require installation. Question #10: If these are not new locations, can you please identify where the 4th camera will be mounted and what it is expected to view? Answer #10: Please refer to Answer #9. Question #11: Are we adding a 4th recorder to accommodate the 4th camera or tying it in to an existing recorder and only adding a 4th monitor? Answer #11: No, please refer to Answer #9 Question #12: Do you have drawings of the current cabling between Bldg. S-2710 and each current camera location? Answer #12: No, please refer to Answer #4 and #8-D. Question #13: How many recorded lightning strikes have there been on the current equipment? If so, was the grounding and isolation system repaired, inspected and re-certified after the strike? Answer #13: One (1) lightening strike that damaged equipment. This will be covered during the new install. NO CABLES will be re-used. Question #14: If these are new locations, are we also expected to remove the old hardware and poles? Remove old cameras only? Answer #14: There are no new locations; the 3 current locations will be reused, using the existing poles; the old camera's must be removed and new wiring inserted for hook up. Question #15: Given the mission of this location, it would seem prudent to make one of these cameras a thermal imager. Is that what the 4th camera should be? Answer #15: No. Question #16: Other than basic PTZ functions, what telemetry data is required? Answer #16: None other than described in the PWS. Question #17: Is there any specific on screen information required beyond basic camera positioning? (ie. Wind speed, temperature, humidity, etc.) Answer #17: No. Question #18: When was the last maintenance performed on the viewing/ recording equipment? Answer #18: November 2012. Question #19: When was the current hardware installed? (both the cameras and the viewing/ recording equipment) Answer #19: Approximately 3 years ago. Question #20: Are all 6 strands of fiber terminated at both ends? By this I mean are they terminated and ready for connection at both the viewing side and the camera side? Answer #20: Please refer to Answer #4 and #6; the existing cable/fibers must be replaced. Question #21: Can you provide any test data to show the efficiency of the currently installed fiber? Answer #21: No. Question #22: What are the restrictions for leaving equipment on-site during installation? (this is being asked to accommodate the labor time involved in moving equipment) Answer #22: None if they are equipped with a fire extinguisher and are inspected daily with records to show inspections.
