Description
Synopsis: Description Subject: Request for Information (RFI)/ Sources Sought: Market Research--Business to Government ECommerce Portal. The purpose of this Request for Information (RFI) is to conduct market research seeking to identify US Businesses who have the capability and demonstrated experience to assist the Department of Veterans' Affairs Office of Small & Disadvantaged Business Utilization (VA OSDBU). The VA OSDBU is investigating the viability of a Business to Government (B2G) ECommerce Portal for enterprise-wide medical/surgical supplies and equipment. While a web-based buying platform is not currently in place, the VA OSDBU is interested in identifying suppliers that could potentially meet future requirements. This RFI is issued solely for information and planning purposes and does not constitute a formal Request for Proposal, or promise to issue a solicitation in the future. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI. The B2G ECommerce Portal potentially would consist of a web-based procurement platform that provides users with a single point-of-entry for searching, ordering, obtaining status of requisitions, invoicing, and back-end reporting. The B2G system brings VA customers who need commercial products from approved suppliers together in an online marketplace. The B2G system will provide access to over 200,000 individual items of supply and full commercial catalogs. The system should be capable of handling no less than 10,000 registered users, 1000+ vendors; 150,000 listed items; 500,000 orders processed per year, and annual sales of $1.5B. The potential B2G system interfaces with VA financial legacy systems and streamline the web ordering process. The design and development of the potential B2G system requires technical architecture/infrastructure identification, application and database development, programming, performance reporting, and software version support. Upon delivery of the system, the contractor must maintain high levels of availability. In summary, the VA seeks to obtain a one-stop-shopping experience website for VA customers that is a scalable COTS-based solution leveraging commercial best practices for ECommerce. The RFI responses are being collected in an online questionnaire format to facilitate ease of use and increase participation in this research effort. We at OSDBU value your time and commitment in assisting us with these research efforts and are working diligently to simplify the process as much as possible. Response analysis for this RFI is being managed by Monterey Consultants, Inc. Monterey Consultants, Inc., is contracted by VA OSDBU for assistance with this market research effort and the survey portal is managed by this group on behalf of OSDBU. Monterey has signed Non-Disclosure Agreements in place and is restricted under Organizational Conflict of Interest clauses from sharing submitted information with any party except the VA. Monterey is not engaged in this industry and does not plan on doing business within this area in the foreseeable future.
