- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA and Point Mugu, CA intends to modify contract N68936-13-C-0161 on an other than full and open competition basis in accordance with FAR 6.302-1 to provide additional Electronic Warfare Systems Integration Test Environment (EW Site) systems and components to AAI Corporation, Hunt Valley, MD. The Advanced Weapons Laboratory and the Electronic Combat Systems Evaluation Laboratory within the Weapons System Simulation Laboratory utilize existing EW Site systems to validate performance and integration of all F/A-18, EA-6B, and EA-18G System Configuration Sets including Foreign Military Sales variants. The threat simulator systems are used to test the full complement of the aircraft subsystems using the Radio Frequency spectrum providing digitally controlled frequency, phase, amplitude, and time based modulation. AAI Corporation is the sole developer and manufacturer of the existing EW Site systems and is the only known source of equipment and software compatible with the existing EW Sites. This modification is for AAI Corporation to provide additional 70 Synthetic Source Instruments, three Stimulus Cabinets, and nine RF Switch Matrices that are compatible with the existing systems so as to enable sharing of hardware components between existing threat simulators and leveraging of existing government-developed threat scenario software. This notice is not a request for competitive proposals; however, any firm believing that it can provide the required supplies may submit a capability statement which shall be considered by the agency to be received at the Contracting Office no later than 25 June 2014 at 3:00 p.m. Pacific Standard Time. The firm must clearly show its ability to perform the work without compromising the quality, accuracy, reliability, and delivery or causing programmatic hardship.
