- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6 and FAR 13.106, as supplemented with the additional information included in this notice. This acquisition is procured under FAR 13.5, Test Program for Certain Commercial items. This announcement constitutes the only solicitation. Solicitation N69450-14-T-0068 is issued as a request for quote to Clean Grease Trap and Interceptors (frequency four (4) times per year at NAS Joint Reserve Base, Fort Worth, TX. NAVFAC SE FEAD intends on issuing a single award in response to this solicitation. The performance period is for a Base Year and four (4) and four One Year Options. The Base Year will begin at contract award. The Government reserves the right to cancel this solicitation, either before or after the response date. The NAICS code is 562998 with a corresponding Small Business Size as $7,000,000. This acquisition is a 100% Total Small Business set-aside. Service Contract Act General Wage Decision #2005-2513 (Rev. 13) dated 19 June 2013 applies to this acquisition and can be found at http://www.wdol.gov. This is a best value acquisition. In accordance with DFARS 252.204-7004, Alternate A, System for Award Management (SAM), prior to receiving any contract award; contractors must be registered in SAM. If not already registered, you should immediately register with SAM via the Internet at https://www.sam.gov/. Confirmation of SAM registration must be obtained before award can be made. Defense Federal Acquisition Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests, Department of Defense (DoD) Appropriations Act of 2001, Section 1008 Electronic Submission and Processing of Claims for Contract Payments, requires that any claim for payment under a DoD contract shall be submitted in electronic form. Wide Area Work Flow (WAWF) is the DoD System for implementing this statutory requirement. Use of this system is a NO COST to the contractor and training is available at https://wawf.eb.mil/. Response to this RFQ must be received via email no later than 10:00 a.m., Central Standard Time on 11 July 2014. Oral quotes will not be accepted. Submit you quote via email to carloso.echols@navy.mil. Late quote shall not be considered for award. Prospective offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov/. All quotes must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award care of will not be accepted. The Government does not accept responsibility for non-receipt of quotes. It is the contractor s responsibility to request and receive confirmation of quote. All questions regarding this RFQ must be submitted via email no later 4:00 P.M. Central Standard Time on 2 July 2014. Any questions received after this time may not be answered. PERIOD OF ACCEPTANCE OF QUOTES: The offeror agrees to hold the price in its quotes for 30 calendar days.
