- All technical questions regarding this requirement should be directed to Mr. H. Spengler at 304-285-4402, e-mail H.Spengler@netl.doe.gov. It is the National Energy Technology Laboratory?s (NETL) intent to award a purchase order on a sole source basis to THE CITY OF MORGANTOWN, WV to provide Fire Protection Service to The U.S. Department of Energy/National Energy Technology Laboratory, Morgantown, WV. This is considered a sole source to THE CITY OF MORGANTOWN, WV because as per City of Morgantown, Ordinance Article 747, Fire Protection Service Charges, the City of Morgantown is the only fire service provider within the City of Morgantown. As a municipal service, no other fire departments are allowed to provide fire service within the City of Morgantown. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested. If no challenges to acquire this item are received by 5:30 PM ET on March 14, 2014, the government reserves the right to execute an award without publishing further notification. Detailed capabilities, proposals and other documents must be submitted no later than the time and date noted above. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax. Vendors may e-mail their RFQ?s or proposal(s) to the Contract Specialist assigned to this requirement, Mr. Robert Mohn, e-mail address Robert.Mohn@netl.doe.gov and the FAX number is 412-386-5770.
