Description

DESCRIPTION OF REQUIREMENT: The Veterans Administration (VA) is seeking a consistent supply of biomass fuel (wood chips) of reliable quantity, quality, and size for the new combined heat and power (CHP) plant at the Battle Creek Veterans Affairs Medical Center (VAMC), 5500 Armstrong Road, Battle Creek, Michigan 49037. The contractor will provide approximately 33,120 tons of wood chips each year to fuel the CHP plant. The VA contemplates award of a Firm Fixed Price (FFP) Contract (See FAR 16.202) for a base period of performance and two (2) option years. The base period of performance is anticipated to be May 15, 2014 through September 30, 2014. ADMINISTRATIVE: The solicitation will be issued as a "Request for Quote" (RFQ) conducted in accordance with FAR Parts 12, 15, and 19 and will be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Total Small Business set aside. Offers received from other than Small Business concerns will not be considered. The North American Industry Classification System (NAICS) code 113310 - Logging - applies to this procurement, and has a small business size standard of 500 employees. The solicitation will be issued on or about March 7, 2014 via the Federal Business Opportunities website (https://www.fbo.gov/) and bids will be due on or about April 7, 2014 at 3:00PM (EDT). The General Service Administration's (GSA) Office of Government-wide Policy has consolidated the government-wide acquisition and award support systems into one new system - System for Award Management (SAM). SAM is a free web-site which is streamlining processes, eliminating the need to enter the same data multiple times, and consolidating hosting to make the process of doing business with the government more efficient. Currently, Central Contractor Registration (CCR), FedReg, ORCA and EPLS have been migrated into SAM. Over the coming years, additional system migrations will be completed. Federal Acquisition Regulations require that federal contractors register in the SAM database at http://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Offerors are encouraged to ensure that they are registered in SAM prior to submitting their quotation.
