Description
THIS IS A SYNOPSIS (NOTICE OF INTENT) FOR A SOLE SOURCE ACQUISITION AS REQUIRED BY FAR PART 5.2. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). The Contracting Officer has determined that the circumstances of this contract action deem only one source is reasonably available. This requirement is considered noncommercial in nature and any resultant contract will be awarded in accordance with FAR 15. The AF ISR Agency/A7KR Contracting Office intends to award a sole source cost type contract to Southern Methodist University (SMU). The contractor will continue to test, operate, maintain and sustain four seismo-acoustic arrays (five letter station identifiers: KSGAR, CHNAR, BRDAR and KMPAR) in the Republic of Korea (ROK). It will also provide seismic and infrasonic research and development. These arrays assist in the identification of small size, natural, and man-made sources such as mining explosions. The arrays will also be used to assist in the detection of nuclear explosions for the region. Data evaluation and development of analytical tools are required. This effort will also collect and analyze geophysical data in order to better understand the geology of the region. This will be accomplished by operating, maintaining, and sustaining geophysical data acquisition equipment and conducting geophysical research, acquisition, and analysis of digital waveform data from the region, and development of data analysis procedures to analyze data from multiple arrays for discrimination purposes. The solicitation for this requirement will be issued to Southern Methodist Univeristy.(SMU) as a Request For Proposal (RFP). It has a North American Industry Classification System (NAICS) code of 541690 Other Scientific and Technical Consulting Services with a size standard of $14.0M. This Notice of Intent is not a request for competitive quotations. Any firm that believes it can meet the specifications above may give written notification to the point of contact below no later than 14 March 2014. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
