Description
The United States Department of Agriculture - Animal Plant and Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) anticipates a sole source (name brand) procurement under the authority of FAR 6.302-1 for the following requirement: A Better World Plastic Multi-Lure trap. The USDA-APHIS-PPQ-FMS uses a delimitation grid that relies on Mutli-Lure based traps that have been proven effective at detecting male Medflies. The Multi-Lure trap has been proved to be effective by extensive APHIS testing for this detection work. Without this trap it will be impossible to maintain an effective program PPQ program. PPQ's Failure to detect additional wild flies would seriously compromise the integrity of the eradication effort and could ultimately add to the overall cost or even prevent its successful completion. The USDA anticipates a five year indefinite delivery indefinite quantity (IDIQ) contract worth approximately $125,000 in the base year and $70,000 per year after that (approximately $400,000 total). The USDA-APHIS-PPQ-FMS uses a delimitation grid that relies on Multi-Lure based traps and that have been proven effective at detecting male Medflies. The Multi-Lure trap is also the approved trap for the Biolure bait. Without this trap it will be difficult to maintain an effective survey to monitor the presence or absence of any other wild Medflies within the release area. Failure to detect additional wild flies would seriously compromise the integrity of the eradication effort and could ultimately either add to the overall cost or even prevent its successful completion. A Better Trap Inc. is the only manufacturer of this trap. The Multilure trap is patented in the United States and the patent number is US 6,532,695 B1 dated March 18, 2003. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive (i.e., non-brand name) procurement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
