Description
The Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to acquire Behavioral Health Measure-20 (BHM-20) psychological test algorithms to be used across Patient-Centered Medical Home Primary Care. This test is a patient symptom measurement tool that will allow for demonstration of patient improvement and demonstrate return on investment and supports the DoD mandate to implement the Behavioral Health Integration Program (BHIP) throughout the Navy. This acquisition will provide the algorithms for the assessment tool which the government will install. The government will also receive approximately 432 enterprise-wide perpetual software licenses to be used in Medical Home as part of the BHIP. FLC s intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items) procedures. The delivery of the algorithms and licenses will be required within 30 days of contract award. Quarterly updates to the algorithms and training will be included for one year from the delivery date. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of Section 4202 of the Clinger-Cohen Act of 1996. Interested quoters may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive quotes. However, all capability statements received by 19 February 2014 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed procurement is being processed as Small Business set-aside. The solicitation will be made available electronically upon its release to www.neco.navy.mil. The solicitation number is N00189-14-T-Z052 and the applicable NAICS code is 334614. The solicitation will include the FAR Clause entitled Option to Extend the Term of the Contract (52.217-9) and Option to Extend Services (52.217-8). In accordance with FAR 17.207(c)(3), the Government will make a determination prior to exercising any option(s) that the exercise of the option(s) is the most advantageous method of fulfilling the Government s requirement, price and other factors considered.
