Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a non-personnel services contract to provide inclinometer installation. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform drilling services for inclinometer installation as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Background: The left bank at Chief Joseph Dam has a massive landslide that has been creeping since monitoring began over 40 years ago. Fourteen (14) inclinometers were installed between 1973 and 1983, and each one within the confines of the slide has shown movement. The highest rate of movement is concentrated toward the toe at the southern end of the mass, nearest the dam, and 2 critical instruments have moved so much as to disable their ability to be read. The possibility for catastrophic movement affecting dam safety is not known, and a comprehensive study is underway to determine if measures need to be taken to avoid disaster, or if the landslide is a non-critical issue. These 2 critical inclinometers need to be replaced for this effort. Objectives: *Drill two 6 quote mark diameter borings, one to 135 feet in depth and the other to 195 feet in depth, with an option for a third boring to 145 feet, for installation of 85mm diameter ABS plastic grooved inclinometer casing. *Full recovery of mildly disturbed core or split-spoon soil samples for geological characterization by a field geologist. *SPTs (standard penetration test) of soil units while drilling, and successful collection of 2 undisturbed Shelby tubes per boring. *Borings to be drilled in varying overburden, with expected occasional cobbles, and into about 35 feet of hard bedrock. Technical, qualifications and past performance, when combined, are equal to price. Award will be to the Offeror who presents the technically acceptable proposal with the lowest price (see Evaluation Factors for Award).
