- This serves as a notice that an anticipated solicitation for a Lighting Evaluation on Fort Drum, NY will be posted to Army Single Face to Industry's (ASFI) web page at https://acquisition.army.mil/asfi/ and www.fbo.gov. The solicitation number/keyword is W911S214T3009. The successful Contractor shall furnish all labor, equipment and material in order to conduct a lighting survey of all exterior lighting for buildings, parking lots, roadsides, pathways, signs, flags, and miscellaneous developed areas on Fort Drum, New York. The survey will assess conformance with Conservation Measures and Reasonable & Prudent Measures stated in Fort Drum's Biological Assessment and Opinion, respectively for the federally-endangered Indiana bat. The survey will also address energy conservation and sustainability considerations with regards to decreasing light pollution to surrounding communities. Work shall be performed in strict accordance with the Performance Work Statement (to be provided with the solicitation), and subject to the terms and conditions of the contract. The contract type shall be quote mark Firm Fixed Price Purchase Order quote mark. This procurement is one hundred percent set-aside for Small Business concerns. As prescribed in DFARS 252.204-7004, interested parties must be registered with the Central Contractor Registration (CCR) under the NAICS 541370, representations and certifications must also be on record. Both of these registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/. SAM must be completed at the time of quote.
