Description
This announcement constitutes a Sources Sought (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a service requirement entitled: Lower Snake River Lamprey migration and passage study. The purpose of this sources sought is to determine interest and capability of small business concerns: small business (SB), 8(a) small businesses, HUBZone small businesses, Service Disabled Veteran Owned Small Businesses (SDVOSBs) and Economically Disadvantaged Women Owned Small Business (EDWOSB) relative to the North American Industry Classification code (NAICS). To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. Summary of Work: The purpose and goal of this contract is to radio-track adult lamprey through the lower Snake River dams to determine behavior, passage routes and success, and conversion during upstream migration. Fish counts, radio-telemetry (RT), and half-duplex PIT (HDX-PIT) tagging studies have documented the low number of adult lamprey migrating into the lower Snake River and through the FCRPS Projects. Conversion rates of adult lamprey migrating through these Projects have not been determined and passage efficiencies have not been investigated since 2006. Many minor ladder improvements have been made since 2006 to improve passage conditions for lamprey including, but not limited to: a) lamprey orifice passage, b) ramps to elevated salmon orifices and c) diffuser grating plating. There may be other areas within the ladders that can be improved. Study results will be used to inform future fishway entrance improvements and areas within the ladders that cause migration delay or turn around. Comparison of post-modification passage behavior with pre-modification behavior is used to evaluate success of modifications and to inform future designs and prioritization actions. To successfully complete the study several tasks will be required of the contractor to include; collecting and tagging Adult Lamprey for Radio-Telemetry Study, installing, tuning and maintaining /repair radio-tracking antenna and receiver systems for determining entrance preference, ladder passage timing, assessing fallback and re-ascension routes, using all available tagged lamprey estimate adult lamprey upstream passage success rates, relative fishway route use, passage times, fallback rates and conversion rates from project to project as well as providing periodic written reports documenting status of the study and submission of a final report upon completion of the study. Tasks will be completed at four project sites within the US Army Corps of Engineers Walla Walla District. Each of the following project locations are located along the Snake River: Ice Harbor Dam, Lower Monumental Dam, Little Goose Dam and Lower Granite Dam. NOTE: IF YOU DO NOT INTEND TO SUBMIT A QUOTE FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1)Your intent to submit a quote for this project when it is formally advertised (2)Name of firm with address, phone and point of contact. (3)CAGE Code and DUNS number or a copy of your System for Award Management (SAM) information (4)The category of small business, such as 8(a), HUBZONE, or SDVOSB etc. (5)Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in similar work, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, may not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
