Description
This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), the Bureau of Safety and Environmental Enforcement (BSEE), is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed price type of contract utilizing other than full and open competition method to Delmar Systems, Inc; in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The BSEE has an ongoing need obtain a modeler that calculates the risk associated with Mobile Offshore Drilling Units (MODUs) in the Gulf of Mexico during the hurricane season. The tool automatically calculates an in-depth risk analysis that compares the probability to the consequence. Delmar initiated a MODU Mooring Risk Assessment Joint Industry Project (JIP) which enabled them to receive input to their ConStat program from industry experts. Participants included experts from both major and independent operators, drilling contractors, and BSEE. The result of the JIP was Delmars ConStat risk assessment modeler. It is a tool developed for use in evaluating risks associated with operating a moored MODU during hurricane season in the Gulf of Mexico. ConStat uses the most up-to-date BSEE infrastructure databases to automatically locate and assess the consequences of potential mooring failure to floating facilities, fixed production facilities, pipelines, umbilicals, and producing wells. ConStat is an assessment that quantifies risk as probability of failure times the consequences if failure occurs. This modeler is not available for commercial sale and can only be provided by Delmar. The applicable NAICS Code is 213112, Support Activities for Oil and Gas Operations. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, any information received by the Point of Contact (POC) listed below, by close of business on February 19, 2014, will be considered by the Government.
