Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR part 13.302; using Simplified Acquisition Procedures for purchase orders and FAR part 12 Acquisition of Commercial Items. This requirement is full and open. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on NECO (http://www.neco.navy.mil) and uploaded onto FEDBIZOPPS. The RFQ number is N0018914H1235. It is the contractor ™s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 519130 and the Small Business Standard is 500 Employees. Award of this solicitation will be based on price and responsible quoter. The following is required: the anticipated contract type is a firm-fixed-price for the purpose of providing individual news service access for up to 45 staff members. The following is required: round-the-clock comprehensive and nonpartisan reporting on all major congressional activity, action, floor activity, markups, hearings, and conference committee negotiations; round-the-clock advanced tracking of events around Washington and including congressional hearings and other action on Capitol Hill; a weekly publication offering in-depth stories on the Congressional policy-making process with integrated access to the status of appropriations, vote charts, sidebar stories, profiles of members coded in the story, bill status charts and related documents; an electronic newsletter (delivered daily Mon-Fri by 10 am) that focuses on all major defense policy issues for the day and offers unique news and analysis as it pertains to Congress, budget and appropriations; detailed reports on floor activity and actions in the House of Representatives; A daily summary of scheduled and expected Senate floor action searchable by keyword, bill number, member, subject, date and law number; access to all new and updated CRS Reports as they become available, CRS Reports must be full text searchable and alertable with a minimum of 20 years of reports available; twice-daily electronic newsletter covering homeland security issues and offering updates on the nation's defense, cyber-intelligence, counterintelligence, and border security policies and priorities; access to comprehensive biographies of every member of Congress; detailed fact files on members of Congress including birthdays, birthplaces, education, minorities, pronunciation guide, religions, spouses, women members, photo directory, phone, fax, rooms, web, e-mail addresses, committee rosters, seniority, military veterans, chamber seating chart, YouTube House & Senate hub, next election dates, district maps and updated congressional calendar; A database providing status and chronologies of every bill in Congress for the past 20 years; a searchable and e-mail alertable database of every bill introduced in Congress and the various versions of each since 1995 - updated daily, the database must include the ability to search by keywords, bill numbers, members, committees, sponsors, chamber, legislative stage, date introduced, bill version date, appropriation bills and fiscal year; A full text searchable and e-mail alertable database of every Committee Report dating back to 1989 - updated daily; A full text searchable and e-mail alertable database of the official Congressional Record dating back to 1989 - updated daily; A full text searchable and e-mail alertable database of every CRS Bill Digest (the official synopsis of legislation) dating back to 1996 - updated daily; A full text searchable and e-mail alertable database of all floor votes since 1991 - updated daily; A full text searchable and e-mail alertable database offering analysis of every open committee and subcommittee markup since 1989; A full text of committee and floor amendments introduced in Congress; verbatim transcripts of all open congressional hearings held by the following committees and subcommittees: Senate Armed Services, House Armed Services, Senate Appropriations on Defense, House Appropriations on Defense; verbatim transcripts of newsworthy speeches, press conferences and news events with a focus on the president, Congress and federal agencies (i.e. Department of Defense, Department of State) and include the interviews of key government officials who appear on prominent television talk shows; A tool allowing users to access segments of congressional and newsmaker transcripts as they are being uploaded to the website; A twice daily e-mail outlining which events will be transcribed for the day and which are set for future coverage; A comprehensive database of 225,000+ government documents, including selected draft bill text, press releases, "Dear Colleague" letters, White House documents, Statements of Administrative Policy, OMB, CBO and GAO documents as well as other hard-to-find reports; the ability to quickly e-mail selected documents, including bill text, news, committee reports, bill histories and floor votes from the web site to (up to) 3 individuals at a time; A one to three page summaries of major legislation with updates available after major committee action occurs; the ability for each registered user to annotate documents, create personal folders, save specific documents and add notes for future reference; the ability for each registered user to create custom e-mail alerts so they receive new information pertinent to their interest areas based on their delivery preferences (including same-day availability) and the ability for all users to create and easily update personal search lists (i.e. bill numbers, laws, members, floor votes and committees). The estimated period of performance for this requirement is 25 February 2014 through 24 February 2015. Each quoter shall submit their quote in one line item: 0001 Congressional Informational Subscription. A Firm Fixed Price purchase order will be issued as a result of this solicitation. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors-Commercial Items, 52.212-3, Offeror Representations and Certifications-Commercial items, 52.212-4, Commercial Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, 52.243-1, Changes-Fixed Price and 52.204-10, Reporting Executive Compensation and First Tier Subcontracting Awards. Additional contract terms and conditions applicable to this procurement are: 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and 252.232-7003, Electronic Submission of Payment Requests. 252.232-7006 Wide Area Workflow will be utilized for payment under this order.
