- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number GS-02P-14-PC-P-0011 is being issued as a Request for Proposal in accordance with FAR Parts 12 & 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72 effective January 1, 2014. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) accessed on the internet at https://www.acquisition.gov/far/. Total Small Business Set Aside This solicitation is a 100% percent small business set aside. The associated NAICS is 454310 Fuel Dealers and the applicable SBA Small Business Size Standard is 50 employees. Proposals will only be considered from vendors who are a Small Business in accordance with NAICS 454310 and the applicable size standard of no more than 50 employees. Requirement The requirement is for 14,000 gallons of #2 Fuel Oil to be delivered to the Emanuel Celler Courthouse located at 225 Cadman Plaza, Brooklyn, NY 11201. Vendors shall submit a quote that expresses their proposed price as a price per gallon unit price, inclusive of all shipping costs and applicable fees. Quotes must be submitted on company letter head signed by an authorized representative. Please include the firm's DUNS number on the quote. Delivery Date will be Thursday, February 20, 2014. A firm delivery time will be established at the time of award. Evaluation Criteria The potential award will be made to the vendor that offers the lowest overall price. Proposed prices must be valid for 7 days after the due date of the proposals. Notice to Vendors This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Proposals from vendors not registered in SAM will not be considered. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.204-10, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-37, 52.223-18, 52.225-1, 52.225-13, 52.232-33.
