- This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with the Alaska Department of Environmental Conservation (ADEC) to complete contaminated sites clean-up and oversight. This notice of intent is not a request for competitive proposals. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (SOLE SOURCE) In accordance with a Memorandum of Agreement between ADEC and the United States Coast Guard (USCG) dated 08/28/2008, the USCG shall reimburse ADEC for timely and reasonable oversight of the agencies' management of contaminated sites in the State of Alaska. Statutory Authority cited: FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. ADEC is the only State of Alaska regulatory agency that provides oversight of contaminated sites.
