Description
Department of Veterans Affairs- Veterans Health Administration- Office of Healthcare Transformation Request for Information (RFI) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. Responders are solely responsible for all expenses associated with responding to this RFI. Background: The Department of Veterans Affairs (VA) is in the process of conducting market research in accordance with FAR Part 10. VA has a requirement for services required to connect the VA clinical community in a business social network that strengthens relationships, improves access to information, and delivers tailored solutions to practitioners that integrates seamlessly into their workflow. The total solution supports comprehensive, collaborative communication sharing and promotes evidence-based best practices, centralized and streamlined information, and supports change management surrounding transformation of VA person-to-person communication. The total solution will employ a Software as a Service (SaaS) on an enterprise wide level. As part of implementation, services to foster field engagement, to provide and assist in onboarding and education, to provide community facilitation and engagement, and to provide marketing for VA Pulse are essential. The first phase of the project involved basic research consisting of feasibility determination, followed by landscape analysis to identify tools needed to satisfy the requirement. Research of all social networking tools available on the market resulted in the selection of Jive Software as the tool to host the proof of concept. The successful proof of concept included implementation and evaluation at three pilot sites. The success drove the decision to move forward to a national roll-out of a business social networking tool. Current Status: VA is now seeking to determine 1) whether VA should be considering another technological solution other than the Jive platform used for the successful proof of concept that meets all of VA's functional requirements; 2) which businesses have the interest and capability to perform the tasks specified in the draft Performance Work Statement (PWS) including an ability to provide a viable technical solution; and 3) of these with interest and capability, whether any small businesses can fulfill the need. VA intends to use this information to assist in the determination of the best strategic approach in acquiring the necessary services. To that end, VA has issued this RFI to gather input from all interested vendors in crafting an appropriate procurement strategy that will provide for successful results and meet the aggressive timetable for implementation. Information Requested and Specific Questions to be Addressed: 1.VA has completed a successful multi-VISN proof of concept utilizing Jive as a Software as a Service (SaaS) solution. Based on VA's specific requirements, is there another business social networking technology/platform that VA should be considering to meet the specific system requirements of VA Pulse and why? 2.Given the SaaS recommendation provided in a response to Question 1, what types of software licensing arrangements are best suited to meet VA's requirements? 3.Please describe your company's capability and interest in providing the services specified in the draft PWS, including the capacity to meet the aggressive roll-out schedule suggested in the DRAFT PWS Schedule of Deliverables. Responses to this question should be limited to four (4) pages or less. Include in your response a description of relevant examples, similar in scope and scale to VA's current requirement. 4.Please describe your company's socio-economic status and identify your GSA schedule numbers. 5.Given the various tasks and scope of the requirement, what NAICS code is most appropriate to this requirement? In your response please provide supporting details. VA may utilize the responses to this RFI to conduct additional market research. It is possible that the VA may invite some respondents to meet with VA officials in person for oral presentations and/or question and answer sessions. Information obtained in this information request may be utilized to assist VA in developing a Request for Quotation (RFQ) or a Request for Proposals (RFP). Attachment: Draft Performance Work Statement (PWS) - VA Pulse Submissions: All submissions must be submitted electronically, via email, to Allen Smith, Contract Specialist at: allen.smith3@va.gov. Submit responses as attachments in Microsoft Word (.doc) or Adobe Portable Document Format (.pdf). Please limit all responses to 12 point font minimum, single spaced 8 ½ x 11 page size. Responses shall be submitted on or before Thursday, February 20, 2014 at 3:00 p.m. EST. Questions: Any questions should be directed to Allen Smith, Contract Specialist, at allen.smith3@va.gov. E-mail communication should include company name, point of contact, address, phone, and fax number. Note: VA will utilize the information in this RFI to help determine the Agency's next steps. The vendor should identify any proprietary information in their RFI responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
