Description
A Request for Proposal (RFP) will be issued for the operation of the New Hampshire Job Corps center, in Manchester, County of Hillsborough, New Hampshire. The RFP will be available on or about February 28, 2014. Job Corps is a national residential and non-residential training and employment program that is administered by the U.S. Department of Labor. The Job Corps program is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. The New Hampshire Job Corps center is a new center that is currently being constructed. It is anticipated that the resultant contract for the operation of the New Hampshire Job Corps center will provide center operations, Outreach and Admissions, and Career Transition Services. In addition, the contractor will provide Academic and Career Technical Training, will operate counseling & residential living programs, and will provide the following support services: health services, processing of student records, a behavior management system, clothing issuances, and mail and legal services. The contractor will also provide overall center management and administration as follows: personnel management, staff training, financial management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. The anticipated contract period of performance is a 2-year base period, plus three, twelve-month, option periods. The On Board Strength capacity for the center is 300 youth, of which 268 are residential (134 males and 134 females) and 32 non-residential (16 males and 16 females). The Outreach and Admissions contract goals for recruitment are anticipate at 260 applicants to be enrolled by the center operator. The Career Transitional Services contract goals anticipate are 216 graduates and 107 former enrollees will be serviced by the center operator. A pre-proposal conference and site visit are not anticipated for this procurement, given that the center is presently being constructed and not accessible for a site visit. All questions pertaining to this procurement shall be submitted in writing to Ms. Vera Montague, Contract Specialist. Questions, and the resulting answers, will be made public in an amendment to the solicitation.
