Description
SOURCES SOUGHT FOR THE REPLACEMENT OF TRANSFORMERS AND POWER UPGRADES AT UDAIRI AIRFIELD, CAMP BUEHRING, KUWAIT. PLEASE NOTE THE FOLLOWING CHANGES: Issuance of solicitaiton is further delayed. As soon as the solicitation is ready, it will be posted in ASFI. Continue to monitor ASFI for this solicitaiton. PLEASE NOTE UPDATED CHANGES: Issuance of solicitation is delayed, due to updates in the statement of work, to 22 January 2014; period of performance is changed from 45 calendar days to 70 calendar days; and proposals shall be due 21 calendar days from date of issue of the solicitation. The Contractor shall be registered in System for Award Management (SAM); shall be able to perform work in Kuwait, and shall complete the work within the period of performance of 70 calendar days from issuance of Notice to Proceed. Magnitude price range is between $250,000 and $500,000. Statement of work: This project requires work on Udairi Airfield, Camp Buehring, Kuwait. This project will be performed in two phases. Phase 1 This project consists of materials and labor for the replacement of 2 ea. Transformers: 1ea. step up 415 to 11000 volts, and 1ea. step down transformer from 11000 to 240/415 volts. Both transformers shall have weatherproof enclosure with a ring main unit and addition of 1 ea. 400 amp 415 volt disconnects with all associated wiring to complete circuit. Phase 2 Modification to the utility distribution switch (UDS) to install 1250 amp air type breaker Supply and install amp manual transfer switch rated at 2000 amps Supply and install main distribution panel with 1200 amp air circuit breaker and 8ea. sub breakers Relocate generator and associated equipment. Relocate and reconnect cabling from existing lighting panel board to new panel board for facilities connected to the air field. Supply and install panel in generator housing unit Objectives: The contractor shall provide all materials and labor required to meet the following objectives in support of supplying power to Udairi Airfield: Replace defective transformers and supply and install new transformers rated at each rated at 350KVA Install new 400 amp disconnect adjacent to the step-up transformer Pull back existing 35mm medium voltage cable supply and install 11000 volt ring main unit Supply and install additional cabling to connect from disconnect switches to transformers Supply and install outdoor rated manual transfer switch 2000 Amps. Modify UDS (Utility distribution switch) and install 1200 Amp breaker Connect output of new breaker in UDS to New transfer switch Connect new distribution board to transfer switch Relocate existing generator, and fuel tank and connect generator to new transfer switch (generator and fuel tank shall have shall have secondary containment). Supply and install outdoor rated main distribution board with main breaker and sub breakers to support airfield tower, Airfield lights and dedicated facilities. 1ea. 400 amp and 1 ea 630 amp breakers 1 ea 60 amp for generator support panel and 2 ea 200 amp spare breakers Remove cabling for the Airfield support facilities from existing lighting board and relocate and connect cables to new distribution board Supply power and install 100 amp 3 phase 12 circuit panel in generator housing Supply and install battery charger for generator. General Responsibilities: The contractor shall be responsible for all construction equipment, materials, supplies, and labor to complete project to acceptable Department of Public Works (DPW) inspection(s) prior to AWGs' acceptance. The Contractor shall be responsible for obtaining dig permits thru DPW before trenching starts. The Contractor shall be responsible to provide submittals for all equipment to be installed. The Contractor shall submit utility outage request to DPW. The Contractor shall provide as built drawings upon completion of work. This is published for INFORMATIONAL PURPOSES only. No response to this posting is required. The solicitation will be available at Army Single Face to Industry's (ASFI) web page at https://acquisition.army.mil/asfi on or about 22 January 2014. Paper copies of this solicitation WILL NOT be issued and telephone requests or fax requests for the solicitation will not be accepted. Parties interested in the solicitation should access the web site for electronic copies of the solicitation, solicitation amendments, and associated documents. Contractors will not be directly supplied documents nor will they be notified of solicitation amendments. Written proposals are anticipated to be received on or about 13 February 2014. The proposed solicitation shall be full and open competition. It is anticipated that a firm-fixed price contract type will be awarded. The Government intends to make an award without discussions and reserves the right not to make any award at all. It is mandatory that all contractors register in the System for Award Management database (www.sam.gov) prior to award. Responses from contractors to the upcoming solicitation will be accepted via e-mail only at the address listed in the solicitation in electronic form up until the due date and time specified in the solicitation, with the manual signature of the authorized company official. Facsimile or mail offers will not be accepted.
