- ****THIS NOTICE IS BEING MODIFIED TO REFLECT THE CORRECT PSC AND NAICS CODES. THE RESPONSE DATE HAS BEEN EXTENDED TO 25 FEBRUARY 2014.**** The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to negotiate on a sole source basis with Northrop Grumman Systems Corporation, Bethpage, NY for the modification of the existing Weapon Replaceable Assembly (WRA) 9 and WRA 11 simulators for the E-2C Radar Test Bench Set (RTBS) part number 123SAV50000-53 to support the new configuration of the WRA 31 Driver. This contract will be in support of the French E-2C Foreign Military Sales (FMS) Program. The Government intends to procure the above items under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. The Government does not own current data, drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Vendors must be registered in the System for Award Management (SAM) database. The internet website is https:www.sam.gov. It is mandatory to register with SAM and your DUNS Number (Data Universal Numbering System) and your CAGE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. In addition, all invoices will be electronically submitted in the Wide Area Work Flow (WAWF); information available in FAR Clause 252.232-7006.
