Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ), on behalf of the Program Manager-Close Combat Systems (PM-CCS) intends to issue a solicitation for the production of the following items: M72A7 LAW with Graze Fuze Function and Night Vision Device (NVD) Mount, Department of Defense Identification Code (DODIC): HA29, National Stock Number (NSN) 1340-01-592-2069 M72A9 LAW Anti-Structure Munition (LAW-ASM), DODIC: HA48, NSN 1340-01-538-4308 M72AS Trainer Launcher, Part Number: 52900-1, NSN 1055-01-609-6914 M72AS 21mm Trainer Rocket, DODIC: HA21, NSN 1340-01-482-5049 M72AS 21mm Sub-caliber Inert Trainer Rocket, DODIC: HA46, NSN 1340-01-533-8258 The M72AS Trainer Launcher Trigger Boot Spare Part Kit P/N 53225-1, Detent Boot Spare Part Kit P/N 53226-1, Front Sight Spare Part Kit P/N 53227-1, Rear Sight Spare Part Kit P/N 53228-1, and the Firing Pin Housing Cover Spare Part Kit P/N 53229-1. These items offer greater mission flexibility on the battlefield by providing the Warfighter with a weapon system capable of defeating a variety of targets, such as covered enemy fight positions (bunkers, urban structures) or light armored vehicles that are impervious to small arms fire or out of range fragmentation hand grenades. The aforementioned items will be procured using the following quantity ranges: M72A7 LAW (HA29): 201-1000, 1001-3200,3201-6400, 6401-9600, 9601-16000 M72A9 LAW-ASM (HA48): 500-1999, 2000-3199, 3200-5000, 5001-6400 M72AS Trainer Launcher (P/N 51670-9): 25-99, 100-199, 200-500 M72AS 21mm Trainer Rocket (HA21): 216-5000, 5001-10000, 10001-25000, 25001-50000, 50001-100000 M72AS 21mm Sub-caliber Inert Trainer Rocket (HA46): 25-99, 100-199, 200-300 Trigger Boot Spare Part Kit P/N 53225-1EACH Detent Boot Spare Part Kit P/N 53226-1 EACH Front Sight Spare Part Kit P/N 53227-1 EACH Rear Sight Spare Part Kit P/N 53228-1 EACH Firing Pin Housing Cover Spare Part Kit P/N 53229-1 EACH The manufacture, inspection, testing and delivery of the above items shall be in accordance with the Technical Data Package (TDP); which is contractor owned/proprietary. The Government intends to fulfill this requirement via a Sole Source, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with Nammo Talley, Inc. NTI), Mesa, AZ 85277, pursuant to 10 U.S.C. 2304(c)(1), quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark as implemented by FAR 6.302-1(a)(2)(ii)(B), Unacceptable Delays, with limited competition among sources in the National Technology and Industrial Base (NTIB) for the following components: Launcher Tube Assembly, Warhead Assembly, PBXN-5 Type II Class 3, PBXN-9 Type II, HMX Grade B Class 1, HMX Grade B Class 5, and Booster Pellet for M412A2 Fuze pursuant to 10 U.S.C. 2304(c)(3), quote mark Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services quote mark as implemented by FAR 6.302-3(a)(2)(i). The Contractor shall be responsible for providing all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, produce, and deliver the types and quantities of deliverables specified by the contract. The M72 LAW and its variants shall be manufactured and tested in accordance with (the Contractor developed) Production Specification and the Contractor's Drawings and associated lists. An approved TDP, specification, First Article Test (FAT) Plan and Lot Acceptance Test (LAT) Plan as delivered with contractor's proposal shall be included as part of the contract. The North American Industry Classification (NAICS) Code for this procurement is 332993, Ammunition (Except Small Arms) Manufacturing. The period of performance for this requirement will be four (4) twelve (12) month ordering periods. THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL (RFP)/solicitation. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. This notice should not be construed as a commitment of any kind by the U.S. Government. It is anticipated that a solicitation will be issued on or about fifteen (15) calendar days from the date of this announcement. Proposals will be required within thirty (30) calendar days from issuance of the solicitation.
