- The Contractor shall provide all labor, materials, equipment and supplies as specified to perform Park Attendant Services for Prairie Flower Campground, Saylorville Lake Project, Iowa. The solicitation is a request for quote and is issued as 100% Small Business Set-Aside. NAICS code 561110 will apply with the size standard of $7.0 Million. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: PRICE, TECHNICAL CAPABILITY, & PAST PERFORMANCE. The award will be made to the contractor whose price is the lowest of all offers determined to be technically qualified of performing the required service in accordance with FAR Part 12 Acquisition of Commercial Items. Technically qualified is defined as meeting the minimum requirements in Technical, Past Performance and Price as listed in the solicitation. No trade-offs are made. To receive consideration for an award, the offer must NOT receive an quote mark unacceptable quote mark rating for the non-price factors. The solicitation will be posted to the FedBizOpps (FBO) website, www.fbo.gov on or about 11 February 2014. The date and time for receipt of quotes is by 25 February 2014, 12:00 PM CST. It is the offeror's responsibility to monitor the FedBizOpps (FBO) website for amendments to the solicitation. The resultant contract will be a Firm Fixed Price Contract in accordance with the solicitation procedures outlined in FAR Part 12, Acquisition of Commercial Items/Services. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the System for Award Management (SAM) Database at www.sam.gov. The solicitation will not be available in paper format. All documents required for the offer submittal, including amendments to the offer submittal, shall be in hard copy or electronic submittal.
