THIS IS A DESIGN-BID-BUILD PROJECT. This is an Invitation for Bids (IFB) for FY13 MCA PN 66023 Infantry Platoon Battle Course, Pohakuloa Training Area, Big Island, Hawaii The North American Industry Classification code (NAICS) for this requirement is 236220.The small business size standard for this NAICS code is $33.5M average annual revenue. Project Description: The Government contemplates a Design-Bid-Build firm-fixed price construction solicitation for the award of a modified Automated Infantry Platoon Battle Course. This complex is used to train and test infantry platoons, either mounted or dismounted, on the skills necessary to conduct tactical array. All targets are fully automated and the event specific target scenario is computer driven and scored from the range operations center. The range operating system is fully capable of providing immediate performance feedback to the using participants. This range is modified from the standard by being wider on each side and having three additional objectives between 0 and 2,000 meters. The estimated construction cost of this project is between $23,000,000 and $28,000,000. Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website located at https://www.fbo.gov/ on or about February 10, 2014. It is the bidder's responsibility to check for any posted changes to the solicitation. An organized site visit has been scheduled for: February 24, 2014 at 10:00 a.m., Hawaiian Standard Time (HST). Participants will meet at: Building 238, Range Operations, Pohakuloa Training Area for a safety briefing before going to the project site. Participants will notify the Government of the individuals attending the site visit at POH.W9128A-14-B-0001@usace.army.mil with the following information: name, birthday, phone number, and the last 4 digits of their social security number by February 17, 2014 at 10:00 a.m., HST. The lava is sharp, and appropriate footwear is recommended. A safety hat is also recommended. It is highly recommended the site visit attendees have a 4-wheel drive or truck to drive around the project site. Offerors must have and/or maintain an active registration with the System for Award Management (SAM) website. To register in SAM, go to http://www.sam.gov. Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.
