Description
SOURCES SOUGHT SYNOPSIS: This is a request for information/market research to provide data for planning purposes and to gain knowledge of available sources that may be of interest to the USCG. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. SOURCES SOUGHT OBJECTIVE: The USCG, Aviation Logistics Center (ALC) is seeking sources capable of providing plating services/metal finishing processes. The plating/finishing processes will be performed on NON-Flight Safety Critical Aircraft Parts (NON-FSCAP) used on multiple USCG platforms including, but not limited to: MH-60, MH-65, HC-130 and the HC-144 as well as individual non-aircraft support equipment parts. At a minimum, the contractor shall be capable of providing the following plating services/metal finishing processes: A) Anodizing, includes types 1, 2, & 3 and all classes IAW MIL-A-8625 B) Chromatic Anodizing IAW MIL-A-8625 C) Copper Plating/Copper Flash IAW SAE AMS-2418H D) Nickel Plating IAW AMS-2404 E) Phosphate Coating IAW MIL-P-16232 F) Zinc Plating IAW ASTM-B633 G) Cadmium Plating IAW SAE-AMS-QQ-P-416 H) Metal Stripping to Remove Cadmium I) Silver Plating IAW ASTM-B700 J) Black Oxide Coating IAW MIL-C-13924D K) Alodine/Chromocoat Treatment IAW MIL-C-5541 L) Baking Services The proposed North American Industry Classification System (NAICS) code for the future acquisition is 332813 - Electroplating, Plating, Polishing, Anodizing, and Coloring. The size of business pursuant to North American Industrial Classification System (NAICS) is 500 employees. SOURCES SOUGHT RESPONSES: Responses to this notice should include Company Name, Address, Telephone Number, Point of Contact (POC), and Cage Code. Additionally, all responses should include a detailed response to the following questions: 1. What material finishing certifications does your company hold? (plating, anodizing, alodining, etc) 2. Is your company capable of providing all of the plating services/metal finishing processes listed above? 3. What are your company's facility, equipment and technical capabilities? 4. What are your facility, equipment and technical limitations in regards to material size and plating services? 5. Where is your companies facility located? 6. Does your company have any of the following plans or programs? If yes, please provide additional information for each as applicable. a. Quality Assurance Plan b. Quality Assurance Division c. Calibration Program d. Shelf Life Program for Hazardous Material e. Safety Program 7. How are parts identified and segregated as they are processed through your facility? 8. What is your company's average Turn Around Time (TAT) for the following? a. Routine Work b. Rush Work 9. Does your company complete all finishing services in-house? If not, what type and how much of the work is subcontracted? 10. Does your company have the ability to obtain all specifications described in the MilSpecs and OEM specs? 11. Is your company a large or small business and how many employees does the company have? 12. If small, does your company qualify as a small, emergent business, or a small disadvantaged business? 13. If disadvantaged, specify under which disadvantaged group and is your company certified under Section 8(a) of the Small Business Act? 14. Is your company a certified hub zone firm? 15. Is your company a woman-owned or operated business? 16. Is your company a certified Service-Disabled Veteran-Owned? 17. Is your company's product/service listed on a GSA schedule? 18. Are there subcontracting opportunities with your product? 19. Do you have other government agencies using the product/service, and if so which agencies, POC's and contract numbers? Firms responding to this announcement that fail to provide all of the required information cannot be used to help the Government make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to assist the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to that solicitation announcement separately from the responses to this announcement. The information provided in this sources sought synopsis is subject to change and is not binding on the Government. The release of this sources sought synopsis should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that the Coast Guard will not pay for any information or administrative cost incurred in response to this sources sought synopsis. After the review of the responses to this sources sought announcement, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published on FedBizOps. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought notice shall be emailed to william.p.morris@uscg.mil and bethany.r.rosser@uscg.mil. Telephone responses will not be accepted. Responses must be received no later than February 21, 2014 at 1:00 p.m. EST.
