DOL141RP21900-CYBER SECURITY-ATTACHMENT D.4-PRICING TEMPLATE DOL141RP21900-CYBER SECURITY-ATTACHMENT D.3-PAST PERFORMANCE QUESTIONNAIRE DOL141RP21900-CYBER SECURITY-ATTACHMENT D.2-QUALITY ASSURANCE SURVEILLANCE PLAN DOL141RP21900-CYBER SECURITY-ATTACHMENT D.1-PERFORMANCE WORK STATEMENT DOL141RP21900-CYBER SECURITY-SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Proposals (RFP) under RFP number DOL141RP21900 (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-72. (iv) This solicitation is being issued as a TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE in accordance with FAR Part 19, under NAICS 541513 (SBA Size Standard: $25.5M). (v) See attached solicitation documents, including Attachment D.4 "Pricing Template" for a list of Contract Line Item Numbers (CLINs) being requested. (vi) The U.S. Department of Labor (DOL) seeks to procurement Cyber Security and Information Technology support services in support of the Office of the Chief Financial Officer (OCFO). See attached solicitation documents, including Attachment D.1 "Performance Work Statement (PWS)" for details of this requirement. (vii) The period of performance of the contract resulting from this solicitation shall consist of a 12 month base year and four (4) option years. Dates to be determined. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. See attached solicitation document for details. (ix) The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government anticipates the award a single IDIQ Contract from this solicitation to the responsible offeror whose,offer conforming to the solicitation, is the most advantageous to the Government based on the best overall proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three evaluation factors: {Technical Approach, Past Performance, and Price}. Factor I, Technical Approach is equal in importance to Factor II, Past Performance. All subfactors under Factor I, Technical Approach are of equal importance. The Contracting Officer shall also conduct a price analysis in accordance with the techniques in FAR 15.404-1(b) (2). The non-Price factors combined are significantly more important than Factor III, Price. However, price will become significantly more important as non-price factors approach equality. See solicitation document for details. (x) Vendors are required to include with its proposal, a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. (xi) The provision at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commerical items applies to this acquisition. See attached solicitation for applicable FAR clauses under clause 52.212-5 which apply to this acquisition. (xiii) See the solicitation documents for information regarding due date/time for solicitation questions, due date/time for submission of proposals, and requirement for submitting redacted proposals and obtaining an offeror code.
