Description
DRAFT SOW This Request for Information (RFI) is released to gather data about barcoding/scanner systems, such as the state of current technology, devices presently available in the market, pricing of currently available devices, and devices in development. Full details, including how to respond, can be found in the announcement. This RFI is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotes. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI, and any submissions to this notice will not result in an evaluation or rating by the Government. A.1. Background U.S. Customs and Border Protection's (CBP's) mission is to facilitate the legitimate flow of people and cargo into and out of this country while denying entry to persons or cargo that would be dangerous to this country or which for any of a number of reasons may be denied entry. CBP identifies persons who would pose a danger were they allowed entry in the United States (e.g., the individual was on the terrorist watch list, have a medical condition that would pose a threat to the US population, or have prohibited agricultural materials etc.) and collects tariffs and duties on imported goods. As part of the CBP mission, various items are seized and forfeited through normal day to day operations, including vehicles. These vehicles need to be properly maintained, tracked, and disposed of. CBP has a Vendor in place that handles the storage and tracking of vehicles from seizure through disposal. In order to help track the vehicles in a more effective and efficient manner, CBP is looking for a Barcode/Scanner system that will allow for real-time web tracking of certain information for each vehicle (See Statement of Work for details). A.2. NOTICES TO OFFERORS This RFI is in the form of a Draft Statement of Work (SOW). The US Customs and Border Protection, Seized and Forfeited Property Center (CBP SFPC) is soliciting feedback on this Draft SOW to help finalize the scope that will be used in an upcoming barcode/scanner system purchase that is anticipated to be awarded as a total small business set-aside in accordance with Federal Acquisition Regulation (FAR) 19.502-2. A.2.1. FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of soliciting feedback in anticipation of releasing a final request for proposals/quotes. Actual submission of proposals/quotes are not requested at this time. The intent of this exercise is twofold: to share the Government's intent to issue a solicitation and to provide opportunity for interested vendors to assist the Government in creating the highest quality SOW possible. This draft SOW represents collaborative effort between the CBP SFPC and Industry, and all interested parties are encouraged to provide any or all of the following in support of this effort: 1. Ask questions or identify elements of the SOW that seem unclear or require editing. 2. Identify potential additional solutions, or existing known components, to the requirement that may be incorporated into the final SOW. 3. Provide input as to the proposed set-aside requirements of the solicitation. 4. Provide feedback regarding whether the information provided in the SOW is sufficient to formulate an accurate proposal to the full requirements. (End of provision) A.3 Responding to this RFI Please submit your capabilities, capacity statements, questions, comments, and/or supporting information in an email to Brent.Weiand@dhs.gov no later than 10 March 2014. Responses should be limited to not more than ten (10) single spaced pages. Please note that the collection of this data does not obligate nor deny the U.S. Government to the incorporation of the solicited comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this RFI. Proprietary information should not be included in the RFI response. Responses to this RFI will not be returned. **Please note that the following restrictions on response documentation: Emailed submissions must be in separate attachments and clearly indicate what is being provided. The Government reserves the right to disregard any additional attachments without notification to any Offeror. Due to CBP restrictions on the size of email, ensure that all emails submitted are less than 5MB. If the proposal exceeds 5MB, please separate the submission into multiple emails and include in the subject line the solicitation number and # of # emails. Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. Submissions must be received no later than the exact time specified in the solicitations to be considered for award. Time of receipt will be determined by the government's email receipt time. It is the quoting firm's responsibility to ensure this is done according to the above restrictions. A.4. Anticipated RFP/RFQ release The final solicitation is anticipated to be released around March/April of 2014. At that time, it is expected that potential Offerors will have 30 days to formally respond to the RFP/RFQ. The CBP SFPC wishes to thank all interested parties in advance for your assistance during this process.
