Description
THIS IS NOT A REQUEST FOR PROPOSAL. Synopsis The Naval Facililties Engineering Command, Southwest (NAVFAC SW) intends to award a Task Order under the authority 10 U.S.C. 2922a, which allows the Navy to enter into contracts for periods of up to 30 years for the provision and operation of energy production facilities on real property under the Navy's jurisdiction and the purchase of energy produced from such facilities. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTORS UNDER MACC CONTRACT N62583-10-D-0085, INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) MULTIPLE AWARD CONSTRUCION CONTRACT FOR POWER PURCHASE AGREEMENTS. The MACC Contractors listed on this MACC are as follows: Chevron U.S.A. NOTE: This is not a public opening, therefore, please contact the contractors listed above for copies of the solicitation, specifications, or drawings. The solicitation will not be available on this website. Requirement This acquisition will result in a Firm-Fixed Price (FFP), Indefinite-Delivery Indefinite Quantity (IDIQ) Task Order on the Multiple Award Contract (MAC) for Power Purchase Agreements (PPA's) for renewable energy in the Southwest AOR. The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. The services to be acquired under this contract are for reliable energy from a photovoltaic-based Renewable Energy Generation Systems (REGS). The Government desires to purchase energy only, and does not desire to purchase, construct, own, or maintain any generation assets. The Government desires to enter into individual PPA's for delivered energy at five (5) DoN sites; Naval Air Field El Centro, Naval Weapons Station Seal Beach, Naval Surface Warfare Center Corona Division, Naval Base Ventura County, and Naval Support Activity Monterey. The Government will provide land at each installation and desires the Contractor to develop a REGS within the site that will provide the maximum quantity of delivered energy possible within the load constraints. Each PPA shall be for a firm fixed price unit of energy ($/kwh) for each installation. The Government requires a price that is less than or equal to the current NPV cost of electricity at each particular installation. Existing On-Site Generation Assets Many installations covered by this solicitation have existing on-site power generation assets, including wind, solar, and cogeneration plants. The power generated by these assets must be considered when sizing the REGS to be provided for each Task Order. Utility Provider Distributed Generation Tariffs & Interconnection Requirements It is critical that the Contractor understands the local utility provider's interconnection requirements to obtain plant permission to operate (PTO) for distributed generation systems. Contractor must perform all work in order to meet the interconnection tariff, utility infrastructure, electrical engineering, and telecommunications requirements as set forth by the California Public Utilities Commission (CPUC). Construction The Contractor shall provide all materials, equipment, and supplies necessary to perform the work as specified in each Task Order. Materials and supplies provided shall be of acceptable industrial grade and quality and in compliance with applicable standards. All such materials and supplies must be compatible, and operate safely within design parameters of existing systems equipment. All construction, operations, maintenance, and other activities shall comply with applicable national and local codes, industry codes, regulations, and accepted practices. Site The Government will provide a site on Government property for each Task Order to be performed under this contract. Site specific details can be found in each task order description of work. The Contractor shall not use property provided by the Government for any purpose other than in the performance of this contract. At the end of the contract, the Contractor shall be responsible for removal of all infrastructure, materials, and equipment from the site, and shall restore the site to its pre-contract condition. Financing Capability In complete consideration of the primary requirements for this type of utility contract, it can be concluded that the firm chosen must have a history of financing capability and "guaranteed" future financing potential. Based on the nature and requirement of financial partnerships, the chosen firm must have high potential to obtain lowest-interest financing in order to provide the government with an optimal (lowest interest which equates to cost) 20-year utility contract.
