Description
Draft Statement of Work The U. S. Coast Guard (USCG), Office of Contract Operations (CG-912), Formal Contracts Division II (CG-9122) intends to award a contract on a sole source basis to Oracle National Security Group, 12701 Fair Lakes CR, Suite 800, Fairfax, VA under the authority of FAR 6.303-2. The USCG has a need to obtain a continuation of Oracle Professional Services for the ISR Data Analysis & Manipulation Division (CG-262). Oracle technical professionals are required to assist the MAGNET technical team with the migration of the existing MAGNET system and data onto the new infrastructure which includes upgrade from the existing Oracle 10g database environment to an Oracle 11g database environment, develop security protocols and lock-downs based on Oracle best practices and IC/DHS/USCG standards, and provide services to plan and implement Client Assurance (CA) of which Oracle is the only provider. Oracle Professional Services are also needed to troubleshoot and quickly resolve any issues that may arise during this complex upgrade. These services could potentially be provided by other companies, but they would need to develop the necessary hardware and software technical expertise that already exists with the Oracle NSG as the SSC is engineered and managed by them. For these reasons, USCG believes that Oracle NSG should provide the proposed requirements. Requirements include: Upgrade of MAGNET R2 to R4; Plan for Implementation of Client Assurance (CA) in the MAGNET R4 Architecture; Implementation of Client Assurance (CA) in the MAGNET R4 Architecture; Other Oracle Services (Monthly Activity Reports, Technical services as needed to ensure the MAGNET R4 upgrade is stable and running at optimal performance). FAR 6.302-1(a)(2)(ii)(A) provides sole source authority when a contracting officer deems only one source is available in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
