- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. *************************************************************** SYNOPSIS CHANGE: Since the original posting 2/7/2014, a site visit has been scheduled. See details below. *************************************************************** SOLICITATION DOCUMENTS: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will be available to download from this website on or about February 21, 2014. DESCRIPTION: The Contractor shall furnish all labor, supervision, equipment, transportation and materials required to renovate or repair the Sawyer Bar barracks facility located on the Salmon River Ranger District of the Klamath National Forest. The work includes, but is not limited to, removing existing evaporative cooler, patching the roof, upgrading the electrical service to the building from its current 100 amp service to a new 200 amp service with circuits for a heat pump, installing a new heat pump and corresponding ductwork, repairing the roof structure, installing a new ceiling, light fixtures and their corresponding electrical components, removing existing carpet, vinyl flooring and particle board underlayment, installing new carpet and vinyl flooring system, relocating a stove gas line, installing new cabinets and venting hood over the stove, installing new vents for the hood over the stove, the dryer and kitchen sink waste, removing gas piping for the gas dryer, installing new gas piping from the dryer above flooring, install new stainless steel braided hoses for the washing machine, installing a new bathtub, surround and new plumbing, patching a hole in the front of the fireplace, installing a new sweep on the front door, and removing the existing furnace in the basement. All work shall be done in accordance with the contract documents and applicable state and local adopted building, electrical and plumbing codes. PROJECT LOCATION AND ACCESS: The project site is located at Sawyers Bar Women's Barracks on the Salmon River Ranger District of Klamath National Forest in Siskiyou County California. Sawyer's Bar is located approximately 25 miles southwest of Etna, California and approximately 35 miles southeast of Highway-96 in Somes Bar, California along Sawyer's Bar Road (County Road 1C001). PRICE RANGE: The price range is between $25,000 and $100,000. CONTRACT TIME: Contract time is 45 calendar days from the effective date of the Notice to Proceed. All work including final clean-up must be completed by June 1, 2014. BONDS: A Payment Bond or Irrevocable Letter of Credit (ILC) in the amount of 100% of the contact price will be required of the successful contractor within 10 days of award. SITE VISIT: A site visit is scheduled February 26, 2014 at 10am. Meeting location is at the Sawyers Bar barracks. Project location and access information is found above. It is strongly advised to interested vendors to thoroughly investigate the site to determine the full extent of the work. Outside of the scheduled site visit, access to the site is questionable. SET-ASIDE: This procurement is 100% set aside for small business. NAICS code 236118, with a size standard of $33.5 million average annual receipts. RESPONSE TIME: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than the date and time indicated on the solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) on this site has replaced the Plan Holders Lists available in the past. To register as an interested vendor, select Register as an Interested Vendor and follow directions on the site. The IVL is the only such list maintained for this procurement.
