- FAQ-1 ATTACHMENT A This is a Request For Information (RFI) only. The National Cancer Institute is interested in fostering communication between eligible small businesses and Prime contractors. NCI will be sponsoring an event with State of MD, (Department of Business and Economic Development) to facilitate this communication and demonstrate our commitment to small business involvement in NCI Acquisitions. The event aims to provide information about upcoming subcontractor opportunities for eligible small businesses while assisting primes with meeting their subcontracting goals. Therefore, the NCI is interested in identifying a variety of small businesses that have expertise and capabilities in a range of NAICS codes listed below. Please only respond to this notice if you are a Veteran Owned Small Business or a Service-Disabled Veteran Owned Small Business registered having expertise with any one or more of the listed NAICS codes: SEE ATTACHMENT A for Required NAICS codes list. If you submitted a response to RFI #HHSN2612013PrimeSubRFI or RFI# HHS2612013PrimeSubRFI2 posted to FedBizOpps on September 5, 2013, please DO NOT RESUBMIT YOUR INFORMATION IN RESPONSE TO THIS RFI. You will be notified by someone from NCI Office of Acquisitions or the State of Maryland, Department of Business and Economic Development. The first hour of the "Primes Meet Subs" will be dedicated solely to meetings between Primes and Veteran Owned Small Businesses. The remainder of the day will consist of 10-minute meet-and-greet sessions between pre-matched prime vendors and small business vendors. The event is scheduled for January 30, 2014 and will be held at 9609 Medical Center Dr., Bethesda, MD 20892-9705. The NCI is seeking information from interested small business vendors in order to determine their eligibility to participate in a Small Business Industry Day "Primes Meet Subs" event. Submission Requirements & Eligibility: The purpose of this RFI is to seek information from small business vendors across all SBA Programs. RFI responses shall be written in English, Arial 12 point font, single-spaced with 1 inch margins. Only one RFI response is permitted per vendor. RFI responses must not exceed 1 (one) one-sided pages. Page should be numbered. Do not attach a cover page or closing page. Any additional pages submitted will not be reviewed. RFI responses should include the following within the allowable 1 page: Page 1: 1. Vendor Name, Address, Website, Phone, Email, Fax 2. Identify which SBA Program(s) you are certified under. 3. Are you a Certified Veterans Owned small business? (Yes or No) 4. Identify which NAICS codes from our Attachment A are applicable to your business (Note: at least 1 of your registered NAICS codes must be included on our "Attachment A - Required NAICS codes" list or you will not be considered eligible for this event) 5. CAGE Code and DUNS number 6. A signed certification that the vendor is not listed on the Excluded Parties List (EPLS) 7. A Copy of SAM "Entity Overview" If your response to the RFI does not meet the 7 requirements listed above, you will be considered ineligible for this event. Please do not provide capability statements or marketing information. Provide only aforementioned requested information. RFI responses must be sent via email as a Microsoft Word or searchable Adobe PDF attachment to the following email address: NCIOASMALLBUSCOMM@mail.nih.gov The submission deadline for RFI responses is: Monday, December 30, 2013 at 4:00 PM EDT Prior to submitting questions, please refer to the document entitled, "FAQ-1" before submitting questions to the NCI OA Small Business Office, as your question may already have been answered. All additional questions regarding submitting RFI responses shall be submitted via email to: NCIOASMALLBUSCOMM@mail.nih.gov The last day to submit questions is: Wednesday, December 24, 2013 at 4:00 PM EDT Determination of Eligibility: A small business will be considered eligible to participate in any potential small business event if they: (i) are not on the EPLS list, (ii) are actively registered in SAM, and (iii) provide services that specifically fall under one of the NAICS codes provided by NCI. The Government reserves the right to make final determinations as to the mix (numbers, type, capability category, etc.) of small business vendors it may choose to invite to participate. Those chosen to participate will be contacted for further consideration both in order of receipt of RFI responses and according to the NAICS code requirements that need to be fulfilled until space is no longer available- first come(eligible) will be first served. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The National Cancer Institute will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
