- Sole Source Justification NUWC Division Newport, RI intends to solicit on a sole source basis under the authority of FAR 13.106-1(b)(1) to Digital Diagnostics Incorporated 1616 Cook St, Denver, CO, 80206-1820. The Government intends to procure t echnical, analytical, software development and testing services in support of the Almanac Transmission System (ATS) Version 4.0 Windows XP to Windows 7 upgrade. The contractor will provide installation and administrative services at Norfolk, VA and Port Hueneme, CA. Period of Performance is 9 months from Date of Award. Quotes are not being requested at this time and a written solicitation will not be issued. NAICS Code is 541511, size standard is $25.5M. CLIN DESCRIPTION QTY UNIT OF ISSUE 0001 ATS Upgrade Services 1 Job 0002 Data NSP NSP The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 253 provides programmatic support relating to System Evaluation (SE); and conducts Developmental Testing (DT) and Operational Testing (OT) for Almanac Transmission System (ATS). The Tomahawk weapon is essential to the submarine combat mission and the ATS provides a critical element required to conduct a Tomahawk strike mission. Almanac data provided by ATS is essential to a submarine's effectiveness as a Combat Control system and its interface with Tomahawk weapons. Effective weapon systems are achieved through extensive testing, adequate documentation, and optimum operational employment. NUWCDIVNPT Code 253 is tasked by NAVAIR PMA-280 to support ATS test, evaluation, and installation. Tasking includes Follow-on Developmental Test and Evaluation (FDT&E), Follow-on Operational Test and Evaluation (FOT&E), and Installation for ATS at one LANT and one PAC site. The ATS contains GPS Almanac Verification processes that provide validated almanac data to the Combat Control System (CCS) in support of Tomahawk Strike Missions. Due to the expiration of Windows XP Information Assurance support in April 2014, CYBERCOM/NETWARCOM has mandated that all Navy IT systems be operating under Windows 7 (SECNAVINST 5230.15). As a result, PMA-280, the Tomahawk Program Office, has required that ATS be updated to operate under the Windows 7 Operating System. ATS 4.0 upgrades ATS 3.3 to operate in the Windows 7 environment. Digital Diagnostics, Inc. (DDI) is the sole developer and owner of the existing in-service proprietary ATS system. No other company can develop, test, and install these ATS systems. Switching to any other system is unacceptable due to commonality requirements of ATS systems as they are installed in the fleet. As such, the Contract Specialist recommends a sole source purchase order with Digital Diagnostics, Inc., a small business. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Challenges to this Sole Source purchase must include price and a technical capability statement demonstrating an ability to meet the requirement. Oral communications are not acceptable in response to this notice. Challenges and questions shall be submitted to Nick Sanginario at nicholas.sanginario@navy.mil. Challenges must be received on or before 03 JAN 2014 at 2:00 p.m. Eastern Standard Time (EST). Challenges received after this time are late and will not be considered.
