- Amendment 0003 *** Amendment 0003 is now posted to extend the date for receipt of proposals to INDEFINITE. The Government has some technical questions to resolve. Once those questions are resolved, an amendment will be posted to set a new date for proposals.*** *** Amendment 0002 is now posted to extend the date for receipt of proposals. Proposals are now due on 13 December 2013, at 12:00 PM EST. *** *** Amendment 0001 is now posted to add a revised SOW.*** ***The solicitation is now posted with the attachments. Proposals are due on 02 December 2013, at 12:00 P.M. EST. *** This is a pre-solicitation notice. Anticipated release of the RFP is 31 Oct 2013. The AFLCMC/WNKBBB Contracting Office at Robins AFB, GA, has a requirement for Aircraft Engine Trailers, NSN 1730-01-508-3156RN (ETU 8/E) and 1730-00-061-3403RN (ETU 9/E)(these are generic NSNs used for solicitation purposes only). These types of trailers are used for lifting and removing engines and are a more complex design than regular transportation trailers. They are mobile, hydraulically self-supporting trailers which are made up of a set of rails connected to an elevating main frame by a hydraulic control linkage system. The Government intends to award a six-year, firm fixed price, Requirements Contract with Best Estimated Quantities (BEQs). The RFP and resultant contract will be structured with one basic contract period of 24 months and four annual option periods and will be 100% small business set-aside. The best estimated quantities (BEQs) are as follows: Basic Period: 15 of each NSN. One of each will be First Articles Option I: 15 of each NSN Option II: 15 of each NSN Option III: 15 of each NSN Option IV: 15 of each NSN First Article units will be required for each NSN. A Product Description (PD) and Statement of Work will be provided as part of the RFP package along with various mandatory data deliverables such as First Article Test Plan and Test Reports. Foreign Companies will not be permitted to participate in the competition. Delivery Requirements will be 535 calendar days after effective date of order for the first article units and 180 calendar days after effective date of order for the first 6 (six) production units with subsequent production unit orders delivering at a rate of 6 units per 30 day period, dependent upon the quantity ordered. FAR Part 15 procedures will be utilized. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instruction contained in the RFP. This acquisition will utilize the tradeoff source selection process wherein a tradeoff between non-cost factors and cost/price is permitted in order for the Government to make a best value award decision. For those offerors whose proposals are found to be technically acceptable, tradeoffs will be made between past and present performance and cost/price. Past and present performance is considered to be approximately equal to cost/price. The Government will evaluate proposals and make award in accordance with the "Evaluation Basis of Award" provision in the RFP.
