Description
Global Network Services (GNS) Sources Sought RFI Overview: The Defense Information Systems Agency (DISA) is issuing this sources sought RFI as a means of conducting market research. The purpose of the market research is to obtain feedback from interested contractors regarding the current plan for competition for the Global Network Services (GNS) procurement and to notify prospective contractors of specific ALLA/NALLA requirements. GNS will primarily be a transport services contract, but with the ability to purchase end-to-end solutions as the customer requires. DISA is planning to compete GNS as a global, multiple award IDIQ with the potential to cover all DISA theaters of operation: Americas (North America and South America), Europe (Europe and Africa), PAC, and CENT (Southwest Asia). Interested contractors are asked to review and respond to the RFI questions below. The results of this market research will contribute to determining the GNS procurement approach. Background/Scope: The DISN is comprised of owned and leased telecommunication networks, subsystems, and operations support. Leased services include voice, data, video and other telecommunications and network management services transported via landline circuits, undersea cables, wireless, and satellite. These services are currently procured under several distinct contracts, including DISN Access Transport Services (DATS) [HC1013-07-D-2005, HC1013-07-D-2006, HC1013-07-D-2007], DISN Transmission Services - Pacific II (DTS-PII) [HC1019-09-D-2000], Joint Hawaii Information Transfer System (JHITS) [HC1019-06-D-2002], GSA Networx PLS [GS00T07NSD00], Transoceanic Optical Transport - Atlantic (TOT-A) [DCA200-92-H-0104], Transoceanic Optical Transport - Pacific (TOT-P) [DCA200-92-H-0104], Hawaii Terrestrial Transport - Pacific (HTT-P) [DCA200-92-H-0104], and Alaska Infrastructure Project (AKIP) [DCA200-92-H-0104]. GNS is being developed as a new contract vehicle to support the global telecommunications/transport requirements of the current and future DISN. GNS will align with the goals of the Joint Information Environment (JIE) initiative to provide Unified Capabilities and a secure, global, integrated mesh architecture to provide seamless performance across contract boundaries. To support operations in Europe, DISA is bound by ALLA/NALLA requirements. Based on the North Atlantic Treaty Organization (NATO) Alliance telecommunication contract requirements, if one or more of the end points of a circuit terminates in a North Atlantic Treaty Organization (NATO) country the Telecommunications Provider (TP) must be an accredited NALLA provider for that country. RFI Questions for Prospective Contractors/Vendors: •1. In which countries do you have ALLA/NALLA certifications? Please name countries and provide the ALLA/NALLA certification number. •2. In which other countries will you have ALLA/NALLA certification by December 2014? Please name countries and target date for obtaining certification. •3. Are there other similar requirements for other nations and/or regions within the DISN worldwide operating scope which could provide barriers for providing service to DISA under the GNS vehicle? If so, please provide the names of the region and the requirement? Respondents should submit no more than 5 pages (additional pages will not be reviewed) responding to the above questions, including any information deemed relevant. This RFI is for market research purposes only. It is neither a request for quotation/request for proposal, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. This RFI is not a guarantee of a future solicitation, work, or contract.
