Description
The General Services Administration (GSA) is issuing Refresh #13 under solicitation number FBGT-GG-050001-B for Multiple Award Schedule (MAS) 48 Transportation, Delivery & Relocation Solutions which is effective on December 10, 2013. The purpose of this Refresh #13 is to: 1) Update the Solicitation document to reflect the applicable NAICS code for each SIN 2)Remove the VETS-100, 100(A) requirement due to non-compliance with Schedule 48 3)Update Statement of Works with recent FY 2012 sales data 4)Revise Summary of Offer document to include language that an Economic Price Adjustment Clause will not be applicable under SIN 653-9 5)Modify the Statement of Work under SIN 653-1, 653-4, and 653-5 to include the following: a.Added Requirement that Homesale (653-1 and 5) Suppliers administer the GSA homesale survey process b.Added Extended Storage definition (removed Non-Temp Storage), Updated definition of modular homes c.Updated Properties Not Eligible under Homesale Services to include properties used in the making and/or distributing of meth-amphetamines d.Updated Utilizing Home Sale Services to include many modular homes are typical for a given area and designating as Special Handling should be left to agency and contractor discretion e.Modified Appraised Value Offer to include if the two appraisals differ by more than 5% of the higher value or up to a 7.5% variance can be used as agreed upon by ordering agency and Contractor at the task order or BPA level (a variance over 7.5% may be used as described under Special Handling in SIN 653-5) f.Modified Zero Sales Procedures to include upon the Contractors ratification of the employee executed offer package, the employee bears no risk if the potential outside buyer does not purchase the home or if the home eventually is sold for less than the Amended Value Offer g.Updated SIN 653-4 and SIN 653-5 pricing format to be consistent with other SINs h. Updated Special Handling to include many modular homes are typical for a given area and designating as Special Handling should be left to agency and contractor discretion. 5)Modify the Statement of Work under SIN 653-7 to include the following: a. Updated Definitions to include Extended Storage and removed NTS; Added Mobile and Modular home definitions for consistency between SOWs b. Modified SIN 653-7 pricing to reflect the following: - Clarified how CHAMP teaming arrangements are used through 653-7 Move Management - Clarified how IFF is paid when using a teaming arrangement vs commercial program - Clarified how the GSA01 tariff may not be used - Clarified the consolidated Invoice/Billing arrangement - Clarified the pricing matrix headers - Removed pricing matrix for International and added: International pricing and methodology shall be provided at agency request c. Added the requirement that Contractor/Suppliers use the new reporting template which encompasses 18 data fields for move management and 9 data fields for MM claims report. The "grids" from previous Refreshes have been deleted and the data fields are listed instead. d.Updated Carrier/Forwarder Section to clarify teaming arrangements and the use of the GSA01 tariff. Specific verbiage clarifying that use of the GSA01 tariff is not permitted unless services are coordinated through CHAMP teaming arrangement. The GSA01 tariff is exclusively used for CHAMP and may not be the basis of commercial pricing. e. Updated the program office (ERRC) physical address. f. Provided clarification under the Storage in Transit section g. Updated SOW to include CHAMP Extended Storage Section: CHAMP Extended Storage (Non-temporary Storage), Contractors offering move management services under the scope of the contract may offer pricing to provide extended storage services. h. Updated Carrier Evaluation to include that if a CHAMP TSP and rates are used, the TSP must follow the procedures required in CHAMP for utilization of the GSA Form 3080 online tool. i.Modified Prepayment Audit to reflect under the CHAMP teaming arrangement or under a commercial arrangement, the Contractor may act as billing agent and bill the agency for all charges related to the move and make payment to the carrier. When the CHAMP teaming arrangement is used, the consolidated bill will show the TSP charges as a separate line item from the move management fee. The TSP invoice and all documentation will be provided to the agency as supporting documentation for the consolidated bill. 6)Modify the Statement of Work under SIN 653-9 to remove EPA Clause. Upon acceptance of the mass modification, SIN 653-9 contractors agree to the removal of their current EPA clause. If you are already a vendor on Schedule 48 for Transportation, Delivery & Relocation Solutions, this Refresh does not require that you reapply, however you will receive an e-mail invitation to participate in the latest Refresh 13 modification. As part of this process, FAS has created an automated process to accomplish the modification of your contract using a unique Personal Identification Number (PIN) provided for verification: * You may view the modification by visiting the Vendor Support Center (VSC) web site at: http://vsc.gsa.gov * Select from the menu bar "Contract Administration" * Then follow the links for "Modifications" * Select "Mass Modifications" * Select a Schedule to view the Available Modifications for that Schedule (or) enter your Contract number to view all the GSA initiated Contract Modifications for your Contract. * Select the appropriate modification Additional Information regarding MASS Modifications: Any questions you have, including your PIN reset, should be directed to the GSA Administrative Contracting Officer (ACO): Gary E. NOTICE CONCERNING MODIFICATIONS TO ALL CONTRACTS AWARDED UNDER THIS SOLICITATION: GSA WILL ONLY ACCEPT MODIFICATION REQUESTS SUBMITTED ELECTRONICALLY AS EMODS (http://eoffer.gsa.gov). Resultant contracts will be firm fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contracts under GSA's Multiple Award Schedule program. All responsible sources may submit an offer, which shall be considered by this agency. Contracts under this solicitation will have a contract period beginning on the date of award, and lasting for five years unless canceled or terminated. Three five-year option periods are possible under this contractual action. SIN 451-99, NEW SERVICES: For Offerors wishing to submit a proposal for freight or other transportation solutions, please submit a proposal under SIN 451-99 "New Services". The purpose of this solicitation is to provide a vehicle for all Government agencies to obtain quality transportation, delivery and relocation services when required from qualified and experienced contractor(s) under a GSA Multiple Award Schedule in an efficient, streamlined, and cost effective manner in accordance with applicable statutes and regulations. Services covered under Schedule 48 are: ground passenger transportation services, rental supplemental vehicle services, transportation consulting, domestic delivery services, local courier delivery services, employee relocation services, office relocation services, move management, transportation ("NEW SERVICES"/freight - 451-99) service providers and long term lodging services. The previous edition of this solicitation will not be accepted after December 10, 2013.
